About the Division
The Office of the State Controller (SCO) is California’s chief fiscal officer, ensuring accountability and transparency of the state’s financial practices while promoting fairness and opportunity for all. The State Accounting and Reporting Division (SARD) of the California State Controller’s Office plays a crucial role in ensuring the transparency, accuracy, and efficiency of the state’s financial operations. SARD is responsible for preparing and publishing essential financial statements, overseeing the state’s budgetary control, and providing vital fiscal information to policy decision-makers and the public. Working in this division means contributing to the financial stability and integrity of the fifth-largest economy in the world.
Responsibilities
- Supervise staff performing technical and professional financial accounting activities, including the preparation of the Budgetary/Legal Basis Annual Report (BLBAR) and the State’s Annual Comprehensive Financial Report (ACFR) in accordance with generally accepted accounting principles (GAAP) and statewide financial reporting rules.
- Manage, plan, and direct the work of professional financial accounting staff to prepare complex financial accounting transactions and compile, analyze, and prepare statewide financial statements and note disclosures.
- Prepare the BLBAR and, to a limited degree, the ACFR and other statewide financial reports, including compiling 2,000+ annual financial reports from state commissions, boards, universities, agencies, and departments, and analyzing, reviewing, and preparing complex statewide calculations, transactions, and schedules.
- Assist and manage financial accounting staff with activities required to produce the BLBAR and other financial reports, such as General Fund preliminary Statements, financial information for the State Treasurer's Official Bond Offering Statements, Budgetary Comparison Schedules, and Accounts Receivable reports.
- Communicate annual financial reporting requirements to state agencies, component units, and other entities, and resolve financial accounting and reporting problems related to GAAP and other legal requirements.
- Develop and maintain automated and complex financial accounting and reporting systems and tools used to record, analyze, and publish financial reports.
- Provide training and guidance to state accounting personnel on year-end financial accounting and reporting requirements.
- Evaluate and revise statewide financial accounting and reporting policies, controls, procedures, and processes in response to changes in legislation, state policies, and financial accounting standards.
- Review and update staff training materials, procedure manuals, and on-the-job reference materials in collaboration with other Bureau management.
- Ensure financial accounting staff receive necessary training for their roles and professional development.
- Ensure the accuracy and timeliness of financial accounting and reporting requirements.
- Participate in discussions with the State Auditors’ Office, Department of Finance, state agencies, and State Controller personnel to ensure accurate and timely financial reporting.
- Evaluate current procedures and policies for business improvement opportunities and coordinate changes to business processes with other SCO divisions.
- Supervise staff monitoring the flow of financial reporting deliverables from state agencies to SCO.
- Review, analyze, prepare, and record complex statewide calculations, transactions, reconciliations, and schedules for financial reporting purposes.
- Supervise communications with state agencies regarding problems with their reports and provide direction for corrections.
- Serve as a budgetary/legal basis reporting subject matter expert in the development and implementation of the FI$Cal statewide financial accounting system.
- Assist with interpreting financial reporting processes, documents, and reports for FI$Cal staff and consultants.
Requirements
- Knowledge of governmental financial accounting, auditing, and financial reporting rules and regulations.
- Knowledge of generally accepted accounting principles (GAAP) and procedures prescribed by the State Controller and the Department of Finance.
- Experience in supervisory policy, procedures, and responsibilities.

- A copy of your degree, transcripts, or degree evaluation is required.
- A Statement of Qualifications (SOQ) is required, addressing:
- Experience preparing, reviewing, and/or analyzing governmental financial statements.
- Technical accounting and leadership experience managing or leading a team responsible for preparation, review, and analysis of complex governmental financial statements.
- Must pass the Financial Accountant II Examination.
