Finance Procurement Manager

About the Role

The Borough of Manhattan Community College (BMCC), part of the City University of New York (CUNY) system, seeks a Finance Procurement Manager to join their team. The Finance Procurement Manager reports to the Director of Procurement, Contracts and Administrative Services, playing a key role in managing financial and procurement activities.

Responsibilities

• Assist in managing the department by reviewing and assigning requisitions in CUNYBuy to Buyers.
• Review requisition documentation and correspond with creators to ensure accuracy, timeliness, and compliance with NYC, NYS, and University policies.
• Develop bid specifications, advertise in City Record and NYS Contract Reporter, and negotiate contracts through methods like IFBs, PRDS, and RFPs.
• Release IFB/PRDS/RFP, conduct vendor site-visits, issue addendums, and publicly open bids.
• Manage Board Resolutions and Contract packages for tax levy, non-tax levy projects, and RFPs.
• Interact with CUNY Legal and NYC Comptroller’s Office for Community College Contract Registration.
• Advocate for the use of MWBE vendors in accordance with CUNY policies.
• Advise internal customers on technology and equipment products under NYS OGS, NYC, and CUNY contracts.
• Ensure new vendor documentation is submitted to the Central Office and act as a liaison between the Procurement Office, end users, vendors, and CUNY Vendor Management Unit.
• Evaluate and recommend improvements to purchasing procedures.
• Develop monthly and quarterly reports to track requisition progress.
• Provide training and technical assistance on procurement regulations and procedures.
• Assist the Director with projects and act in their absence when needed.

Qualifications

• Bachelor's Degree and six years of related experience required.

Pay

Salary range is $86,645 - $98,231, commensurate with education and experience.
