Finance Manager
About the Role
The Finance Manager assists the Associate Director of Finance with managing the financial requirements of the organization, including preparation of financial analyses of operations and grants, interim and year-end financial statements with supporting schedules. The role involves conducting financial analyses for management guidance, preparing audit work papers, external reporting, and maintaining computer files that support financial management.
Responsibilities
- Oversee timely and accurate general ledger accounting in accordance with GAAP and organizational policies, including:
- Understanding GAAP for not-for-profit organizations
- Understanding OMB Single Audit requirements and other applicable Circulars
- Establishing and monitoring the effectiveness of the internal control environment, including segregation of duties, review and approval protocols, and documentation requirements
- Supervise administration and reporting of the organization's grant with the Alcohol, Drug Addiction and Mental Health Services Board of Cuyahoga County.
- Supervise finance staff responsible for preparation of financial statements and reporting for the organization's real estate portfolio, including Permanent Supportive Housing and scattered sites portfolios.
- Supervise employees performing financial reporting, accounting, billing, collections, and budgeting duties.
- Coordinate and direct financial planning, budgeting, and procurement activities for specified areas of the organization.
- Prepare or direct preparation of financial statements, business activity reports, financial position forecasts, annual budgets, and reports required by regulatory agencies.
- Provide direction and assistance to other organizational units regarding accounting and budgeting policies and efficient control and utilization of financial resources.
- Analyze financial details of past, present, and expected operations to identify development opportunities and areas needing improvement.
- Advise management on short-term and long-term financial objectives, policies, and actions.
- Monitor financial activities and details, such as cash flow and reserve levels, to ensure internal and external requirements are met.
- Evaluate needs for procurement of funds and make appropriate recommendations.
- Develop internal control policies, guidelines, and procedures for activities such as budget administration, cash management, and accounting.
- Maintain current knowledge of organizational policies and procedures, federal and state policies, and current accounting standards.
- Contribute to team efforts by assisting in other duties as assigned.

Qualifications
- A Bachelor's Degree in Accounting or a related field, and five years of supervisory experience related to financial management is required.
- Knowledge of economic and accounting principles and practices, financial markets, banking, and financial data analysis and reporting.
- Experience in property management accounting.
- Experience with YARDI software is a plus.
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership techniques, and coordination of people and resources.
- Skills in motivating, developing, and directing people.
- Ability to manage time effectively, both personally and for others.
- Competence in budgeting and accounting for expenditures.
- Ability to monitor and assess performance to make improvements or take corrective action.

Physical Demands
- Regularly required to sit, stand, walk, talk, or hear, both in person and by telephone.

- Ability to drive a motorized vehicle.

Working Conditions
- Majority of duties performed at headquarters with occasional local travel to off-site locations and meetings.
- Work is primarily performed in a climate-controlled general office environment with minimal noise.

- Potential for eyestrain from extensive computer use.
