Relocation not authorized. This is a full-time, office/project-based role with an initial assignment in Reston, VA, followed by mobilization to the project site in Millersport, OH.

About the Role

The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies: Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure. The scope covers major civil, mechanical, electrical, structural, underground utility, control systems, and commissioning works required to support phased energization and turnover of the facility. Construction will use direct hire and subcontracted labor, supported by modularization, pre-assembly, offsite warehousing, and advanced work packaging methodologies.

In this role, you will manage and perform all activities related to the formation, tendering, award, and administration of moderately complex procurement packages for the project. Responsibilities include bidder prequalification, bid solicitation, bid analysis, negotiation, contract execution, administration, and close-out, ensuring alignment with project milestones, quality, and safety standards.

Responsibilities

  • Ensure contract obligations are met by all parties involved.
  • Identify potential risks in agreement terms and liaise with project teams to mitigate them.
  • Monitor commercial performance to ensure compliance with agreements.
  • Draft letters, instructions, general notices, and other formal correspondence.
  • Assess and manage simple claims related to disputes or changes.
  • Prepare documentation and support for the assessment of entitlement regarding claims.
  • Maintain accurate records of all purchase orders.
  • Prepare regular reports on vendors' status, compliance, and financial performance.
  • Provide guidance and training to junior supply chain and project personnel.
  • Develop best practices for procurement management within the organization.
  • Provide guidance on procurement matters to the delivery team and other stakeholders.
  • Lead the agreement of the final account, expedite receipt of all deliverables, and close out agreements in line with project procurement procedures.

Requirements

  • Bachelor’s degree (or international equivalent) and 10–13 years of relevant experience, or 14–17 years of relevant work experience.

Skills

  • Proficiency in negotiating terms and conditions to achieve favorable outcomes for the organization.
  • Ability to meticulously review agreements and documents for accuracy and compliance, identifying potential issues.
  • Excellent verbal and written communication skills for interacting with clients, vendors, and stakeholders.
  • Knowledge of when to engage legal counsel.
  • Understanding of project management principles and practices to oversee procurement execution against project timelines.
  • Capability to identify, assess, and mitigate risks associated with procurement and project delivery.
  • Strong analytical abilities to interpret contract language, identify implications, and assess vendor performance.
  • Experience in evaluating and negotiating claims, changes, and extensions.
  • Understanding of budgeting, cost control, and financial principles related to project procurement.
  • Strong organizational skills to manage project procurement and ensure documentation is thorough and accessible.

Pay

Salary range: $119,800 – $182,700 annually. The final salary offered is determined by education, experience, and qualifications of the applicant.
