Federal Market Engagement & Strategy Leader

Job Description

This part-time senior federal professional - ideally a former USACE leader or someone with deep USACE familiarity - will serve as a strategic engagement representative and pursuit strategy leader. This role strengthens TYPSA's USACE and broader federal growth by representing the firm at key industry events, developing relationships and making introductions to relevant decision-makers and teaming partners, researching and interpreting USACE programs and procurement signals, guiding opportunity selection, capture planning, and proposal/pursuit strategy, and providing senior management capacity to contracted projects.

Key Responsibilities

  • Strategic Client Engagement & Representation (USACE + broader federal)
  • Represent TYPSA at SAME and other federal industry events, client industry days, and partner forums across priority geographies.
  • Build and maintain senior relationships with USACE District/Division/Centers and other federal stakeholders (e.g., Bureau of Reclamation, FEMA, EPA, and other civil works/infrastructure mission partners).
  • Enable introductions and access to relevant decision makers/influencers for TYPSA leadership and technical teams, consistent with ethics and procurement integrity requirements.
  • Support early shaping and pre-positioning aligned to client mission needs, acquisition strategies, and regional priorities.
  • Federal Market & Program Intelligence Research, monitor, and synthesize: client forecasts, funding signals, regional program priorities, and procurement patterns across USACE Civil Works and civilian federal infrastructure portfolios.
  • Track competitor and partner ecosystem activity (likely primes, incumbents, IDIQ holders, local partners) and identify where TYPSA can credibly differentiate.
  • Deliver recurring intelligence outputs appropriate for a part-time cadence (e.g., opportunity briefs, call reports, quarterly outlooks, competitor snapshots).
  • Pursuit Strategy & Capture Leadership
  • Drive disciplined early-stage capture: qualification/go-no-go, pursuit planning, stakeholder mapping, competitive assessment, and win strategy.
  • Advise/lead development of pursuit strategy: positioning, differentiators, teaming approach, staffing strategy, and value proposition aligned to evaluation criteria.
  • Partner with proposal leaders to strengthen compliance and strategy integration across submissions (win themes, solution alignment, performance risk messaging).
  • Participate with proposal teams to prepare content and serve in proposal reviews and quality assurance.
  • Federal Delivery Credibility (Advisory)
  • Provide strategic guidance grounded in federal civil infrastructure delivery for project types such as: Water resources infrastructure (dams, levees, flood risk management) Navigation infrastructure (locks, channels, ports and harbors) Environmental restoration and ecosystem infrastructure Water/wastewater systems and utilities infrastructure Master planning, resilience, and sustainability for civil infrastructure programs
  • Help teams align technical approaches with federal expectations (standards, constructability, risk management, schedule/cost realism).
  • Lead the partnering relationship with the Government in a bilateral commitment to produce quality projects, as defined in USACE Pamphlet Number 4 Teaming & Partner Strategy (global).
  • Identify, qualify, and cultivate teaming partners across priority regions (primes, specialty firms, local/regional partners).
  • Support partner agreements and pursuit roles to improve competitiveness and delivery capacity across USACE Civil Works and civilian federal infrastructure opportunities.

Job Qualifications

  • Minimum Education: Bachelor’s degree in a related field.
  • Minimum of fifteen (15) years of relevant experience.
  • Demonstrated experience with USACE and/or other federal civil infrastructure agencies (e.g., Bureau of Reclamation, FEMA, EPA), either client-side or industry-side.
  • Proven ability to influence or lead capture/pursuit strategy and shape opportunities prior to solicitation release.
  • Strong executive communication skills and credibility with senior stakeholders.
  • Ability to operate across multiple geographies; willingness to travel as required.
  • Must comply with the Procurement Integrity Act, agency ethics rules, and any applicable post-government employment restrictions.
  • Role will not include activities that violate procurement integrity or create OCI conflicts.
  • Preferred Qualifications: Former USACE professional with an established network; or equivalent senior experience with other federal civil infrastructure programs. Experience in one or more of TYPSA’s geographic regions Spanish language proficiency (spoken and written) to support internal and client engagement and pursuits in Spanish-speaking markets. Experience with federal procurement environments including AE IDIQ/MATOC and task order pursuits. Familiarity with FAR/DFARS basics, source selection norms, and proposal best practices.

Will need the ability to establish rapport quickly with others working on the same project, and be able to promote a positive team environment. Working knowledge of dealing with a diverse population while using tact, diplomacy, and respect.
