About the role

The City of Phoenix Housing Department's mission is to create, promote and sustain diversified and affordable housing opportunities while encouraging resident stability and economic independence. The department owns approximately 3,500 public and affordable housing units and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ persons. It also offers financing for for-profit and nonprofit partners to help create additional affordable housing opportunities.

The Family Self-Sufficiency (FSS) Program is a voluntary HUD-supported initiative that helps subsidized housing residents in Phoenix pursue education, career advancement, and financial stability. The Caseworker II provides case management, develops Individual Training and Services Plans, monitors escrow accounts, and connects participants to services that support economic independence.

Responsibilities

  • Interview participants and identify barriers to self-sufficiency.
  • Conduct home visits and provide follow-up support.
  • Coordinate partnerships that advance short- and long-term goals in employment, education, health, and housing stability.
  • Perform field outreach, including door-to-door engagement and distributing materials.
  • Supervise social work interns under the direction of a Caseworker III Workforce Development Specialist.

Requirements

  • Two years of experience in casework management, counseling, working with crime victims, or related activities.
  • Bachelor's degree in social work or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Employees in this classification who are skilled in a second language may be called upon to utilize that skill in the routine performance of their duties.
  • All finalists are subject to a criminal background check applicable to the department or position.
  • Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check criminal history records.
  • Some positions require the use of personal or City vehicles on City business; individuals must possess a valid driver's license and have an acceptable driving record.

Preferred Qualifications

  • Experience supervising interns within a social services or community setting.
  • Experience working at a public housing site.
  • Experience accessing and using a client database to maintain client records.
  • Experience utilizing Spanish in a professional setting.
  • Experience developing and creating complex case plans.
  • Experience providing crisis intervention to vulnerable populations.
  • Experience with gathering information, statistics, and report writing.
  • Master's degree in social work or a related field.

Skills

  • Knowledge of trauma-informed care.
  • Strong computer skills with a working knowledge of all Microsoft applications, including PowerPoint.
  • Ability to work as a team player, maintain confidentiality, and follow directives.
  • Professionalism in all work settings.
  • Willingness to work irregular hours such as weekends and evenings.
  • Familiarity with HUD regulations and housing assistance programs.
  • Willingness to conduct community outreach.

Pay

Pay Range: $24.21 - $43.49 per hour.

Hiring Range: $24.21 - $35.78 per hour.

The actual salary offer will consider a wide range of factors, including skills, qualifications, experience, education, licenses, training, and internal equity.
