FUNCTION

As the Facility Security Officer (FSO), you will have operational and facility security management oversight of classified waste operations, security systems maintenance/testing, security assessments/planning, and personnel security. Additional FSO responsibilities include maintaining current information for all Perma-Fix companies/subsidiaries regarding facility registrations, foreign control and ownership, and key management personnel for all DOE and DoD work involving “sensitive” work scopes. You will report to the CEO for FSO duties.

Materials Control

Manage responsibilities for production planning and process development for classified and non-classified waste. Develop operational budgets, capital project requests, work scope reviews, and pricing of bid opportunities associated with classified waste operations. Ensure compliance with DOE requirements dealing with criticality safety, safety basis evaluations, security/classification, nuclear material control and accountability, and integrated safety management systems. Assist with revenue forecasting and recognition, and month-end reports such as revenue, surety, aged waste, and unbilled disposal forecast for classified and non-classified waste. Ensure site-generated waste is properly characterized and managed. Enforce job safety practices including use of personal protective equipment, good housekeeping techniques, lockout/tagout procedures, etc., to ensure a safe and healthy work environment for all employees.

Facility and Personnel Security

Maintain compliance with DOE and DoD certifications and filings for Company-wide Oak Ridge operations and national projects involving sensitive materials/operations. Ensure implementation of QA Plan elements for operations. Ensure that Corporate personnel manage Official Use Only information per applicable DOE and DoD standards, including certain aspects of cyber security. Maintain employee’s clearance. Assist with attaining clearance for personnel. Maintain FOCI requirements.

Other Duties

Establish effective working relationships with operational groups, customers, and regulators. Assist with attaining clearance for personnel. Perform other duties as assigned.

Requirements

  • Ability to establish effective working relationships with operational groups, customers, and regulators.
  • Knowledge of classified operational processing with an emphasis on DOE waste materials compliant treatment and weapon component sanitization.
  • Working knowledge of DOE nuclear safety standards, DOE and DoD security requirements, management of classified matter/materials/wastes/components.
  • Strong background in applied chemistry with working knowledge of hazards and exposures.
  • Proficiency in the following MS applications: Word, Excel, Access, and Outlook.
  • Good Communication skills, both written and verbal.
  • Bachelor’s degree in Science/Engineering, or equivalent work experience. Advanced degree a plus.
  • DOE Q Clearance or DoD Clearance.
  • Must be able to complete DOE and DoD training requirements for Facility Security Officers.
  • Working knowledge of all applicable local, state, and federal regulations.
  • Minimum of five years management experience.
  • Must be able to complete specialized RAD-worker training.
  • Must be able to complete specialized HAZWOPER training.
  • Drug Testing.

Job Conditions

  • Office environment, some light lifting, bending and reaching necessary.
  • Job will normally require sitting approximately six to seven hours per day.
  • Continuous field/facility work required where there is potential for exposure to mixed hazardous materials, radiation, noise, dust, hot and cold temperatures and chemicals.
  • Climbing, walking, stooping and lifting will be daily requirements.
  • Individual will be required to wear PPE.
