About the role

This position is at the full performance level of GS-10 with no promotion potential.

Responsibilities

  • Perform in-house repairs on electrical, plumbing, carpentry, and related systems.
  • Formulate policies, establish procedures, and develop controls to protect and maintain facility assets.
  • Analyze facility operations to identify inefficiencies and vulnerabilities that could lead to unexpected interruptions.
  • Research building-related problems, develop solutions, and coordinate implementation with various staff sections and personnel.
  • Assess emergencies, contact appropriate contract or vendor personnel, oversee emergency work, and notify management of potential or actual facility damage.
  • Practice interpersonal communication to present recommendations and negotiate solutions.
  • Monitor compliance with Life Safety Code, National Electrical Code, National Elevator Codes, and VA regulations related to safety.
  • Apply principles and concepts to troubleshoot and repair equipment of varying types and complexity.
  • Develop creative, efficient, effective, timely, and cost-containing solutions to facility-related emergencies to protect assets and maintain facility operations.

Requirements

  • U.S. citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Subject to a background/security investigation.
  • Must serve a 1-year probationary period during which employment fitness and advancement of public interest will be evaluated.
  • Must complete an online onboarding process and provide acceptable identification (REAL ID compliant as of May 7, 2025).
  • Bargaining unit position.

Qualifications

To qualify for this GS-10 position, applicants must meet all requirements by the closing date of 08/10/2026.

  • Time-in-Grade Requirement: Current Federal employees must have served 52 weeks at the GS-09 level. An SF-50 demonstrating time-in-grade eligibility must be submitted.
  • Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level, demonstrating:
    • Knowledge of methods and procedures for facility operations.
    • Ability to plan, organize, and control work involving diverse activities.
    • Ability to gain cooperation and coordinate the work of others.
    • Skilled in oral and written communications.
  • Education Substitution: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education in public administration, business administration, industrial engineering, industrial management, or related fields may substitute for experience. Transcripts must be submitted.
  • Combination of Experience and Education: Equivalent combinations of specialized experience and graduate education (more than two but less than three years) may qualify. Compute the percentage of experience and education to total 100%.
  • Volunteer Experience: Paid and unpaid experience, including volunteer work, is considered.
  • Physical Requirements: Work includes frequent walking, standing, stooping, bending, crouching, crawling in confined spaces, and lifting heavy objects. Ability to climb steep ladders or stairs and enter confined spaces is necessary.

Transcripts must be submitted if qualifying based on education. Unofficial transcripts are acceptable for application, but official transcripts or equivalent documentation will be required if selected.

Schedule

Monday - Friday, 8:00 am - 4:30 pm.
