This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It is a Professional Work Category role at the Full Performance level within the CES Occupational Structure, supporting the mission of the US Cyber Command.

About the role

This position is located in the DISA-Global Business Operations Division, Command Support Branch. The role assists the primary Facility Manager in administering facility management policies and procedures.

Responsibilities

  • Assists with space management by updating the facility seating chart monthly and providing daily occupancy reports.
  • Coordinates all maintenance and repairs to the building and support systems.
  • Serves as a Contracting Officer’s Representative (COR), including administering contracts for building maintenance, custodial service, emergency generator service, grounds maintenance, and trash removal.
  • Writes statements of work, provides technical advice, and inspects contractor performance.
  • Analyzes feeder reports from various Project Management organizations, prepares reports, and designs detailed charts and graphs.
  • Assists Facility Managers with budgeting, property inventory, and managing repairs for essential building support systems such as HVAC, electrical, plumbing, and specialized environmental systems.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position requires a favorable suitability review and security clearance, including access to classified information. Failure to maintain security eligibility may result in termination.
  • Must complete Foundational Qualifications within 9 months and Residential Qualification requirements within 12 months, in accordance with the DoD 8140 policy series.
  • This is a Mission Essential position.
  • This is a drug-test designated position.
  • Requires Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

Qualifications

To qualify for this position, you must meet the following requirements:

  • Basic Requirements: Undergraduate or graduate education in engineering, industrial arts, property management, or business administration.
  • Qualifying Experience (GG-09): At least one year of experience demonstrating competencies in assisting Facility Managers with budgeting, space management, property inventory, coordinating maintenance, and managing repairs for essential building support systems (e.g., HVAC, electrical, plumbing, specialized environmental systems).
  • Candidates must describe how they meet the qualifying experience and/or selective placement factors in their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education Substitution (GG-09): Two full years of progressively higher-level graduate education, a Master's degree, or equivalent graduate degree may substitute for qualifying experience. Transcripts must be submitted at the time of application. Education must be from an accredited institution recognized by the U.S. Department of Education. Foreign education must be evaluated by the National Association of Credential Evaluation Services.

  • This position is in the Excepted Service and does not convey eligibility for conversion to the Competitive Service.
  • Current Federal Career/Career-Conditional employees will be placed on an Excepted appointment.
  • A 3-year probationary period may be required to evaluate fitness and whether continued employment advances the public interest.
  • Telework availability is based on mission requirements and supervisory determination.
  • Individuals tentatively selected for drug-testing designated positions must submit to urinalysis for illegal drugs prior to appointment or placement.
  • Additional vacancies may be filled within 90 days of the closing date.
  • Moving costs and recruitment/relocation/retention incentives may be authorized.
  • This position is designated as "Mission Essential," requiring the incumbent to report to work or relocate within the U.S. during local/national emergencies.
  • The employee may be subject to recall or call-back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
  • Under normal conditions, shift work or alternate schedules are not required, but may be needed during times of crisis or to meet mission needs.
  • Veterans' Preference will be applied to eligible candidates in accordance with DoD Instruction 1400.25, Volume 3005.
