About the role

This position serves as a Facilities Project Manager (GS-1601-12) in the Design and Construction Branch (DCB), Facilities Management Division (FMD) under the Mission and Readiness Support Directorate (MRSD) at the Federal Law Enforcement Training Centers (FLETC) in Glynco, Georgia. The primary purpose is to provide project management services for various construction and renovation projects, with overall responsibility for planning, scoping, development, design, construction, direction, analysis and evaluation of projects of varying scope and complexity from inception to completion.

Responsibilities

• Planning, scoping, designing, constructing, analyzing and evaluating construction projects of varying scope and complexity from inception to completion through the full project management life cycle
• Ensuring priority for preventative maintenance efforts are directed toward those facilities deemed most critical to training operations
• Assuring the overall planning, execution, management, control and coordination of assigned projects
• Managing planning, cost estimating, designing, engineering, construction and environmental restoration for construction and renovation projects of varying scope and complexity
• Controlling and managing project milestones and budgets from planning through construction and initial operations and allocating funds to construction work activities to improve project effectiveness

Requirements

• You must successfully pass a background investigation
• Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements
• Must possess and maintain a valid state issued driver's license to conduct official government business

• Complete the initial online assessment and USAHire Assessment, if required
• Occasional travel may be required
• Required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting and annually thereafter
• Must be able to obtain and maintain Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) certification (Mid-Level required)
• Must be able to obtain and maintain Federal Acquisition Certification – Contracting Officer Representative (FAC-COR) Level II certification

Qualifications

You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:

• Planning, scoping, designing, constructing, analysis and evaluation of construction projects of varying scope and complexity from inception to completion project management life cycle
• Making preventative maintenance efforts for facilities in need
• Planning, executing, managing, controlling and coordinating projects through the full life cycle
• Providing cost estimating, designing, engineering, construction and environmental restoration for construction and renovation projects of varying scope and complexity
• Controlling and managing project milestones and budgets from planning through construction and initial operations and allocating funds to construction work activities to improve project effectiveness

Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement.

Work environment

In addition to the work performed in the office, the position regularly visits construction sites, involving prolonged standing while monitoring construction operations. Such visits require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, hard hats, and observance of appropriate safety precautions.
