Facilities Planner and Programmer

About the role

The incumbent will serve as the Infrastructure Management Branch Facilities Planner and Programmer, AFRL/Det-3/SSRF, supporting both RJ and RF Technical Directorates (PRS). The Infrastructure Management Branch, AFRL/Det-3/SSRF, is seeking to fill a mid-level DR-II General Engineer position at Kirtland AFB, NM. The AFRL PRS Facilities office oversees approximately 150 buildings spanning 880K sq. ft. at Kirtland AFB. Acting as an extension of base Civil Engineering, the office collaborates closely with the 377th MSG/CE to develop projects that align with the Air Force Research Laboratory's mission. The selected candidate will serve as a Facility Project Programmer for the Infrastructure Management Branch and provide expert guidance to the Branch Chief on facilities planning, programming, design, and construction for all AFRL Space Warfare and Information & Spectrum Warfare Directorates facility projects at Det-3.

Responsibilities

• Leads and enables planning, programming, design, evaluation, budgeting, coordination, and oversight of facility projects including buildings, laboratories, utilities, infrastructure, energy initiatives, and master/space utilization plans.
• Leads development of requirements for Laboratory Revitalization, MILCON, and O&M (FSRM) projects across AFRL and all geographically separated units.
• Leads, assists, and participates in short and long range facility and environmental planning for the Space Warfare and Information & Spectrum Warfare Directorates; integrates world class R&D infrastructure planning aligned with Air Force and Space Force mission needs.
• Prepares, reviews, and directs development of briefings and decision papers for AFRL, Space Force, and Air Force facilities engineering leadership.
• Applies Air Force/Space Force civil and facilities engineering knowledge to respond to shifting priorities and lead effectively in a dynamic, team oriented environment; performs additional duties as assigned.

Required Qualifications

• U.S. citizenship.
• Ability to obtain and maintain a Secret security clearance.
• Relevant bachelor's degree in Architecture, Engineering, Construction Management, Planning, or a closely related field.
• Minimum of 3 years of related experience equivalent to GS‑12 or comparable pay systems.
• Skill in planning, organizing, and managing organizational functions and staff; ability to apply personnel, safety, and security regulations.
• Professional understanding of engineering/programming concepts, standards, and methods applicable to facility planning, space management, and optimization.
• Ability to research, analyze, and interpret AFRL, DoD, OUSD, and SAF facility guidance and adapt it to installation‑specific issues.
• Ability to communicate clearly in writing and verbally, negotiate complex issues, and maintain strong working relationships.
• Ability to plan, program, budget, and execute laboratory facility projects supporting science and technology missions.
• Skill in providing planning/programming consultation to AFRL leadership and end users.
• Ability to coordinate with architects, engineers, planners, contracting officers, AFRL representatives, and design/construction agents.
• Knowledge of health, safety, and environmental requirements and ability to perform work in a manner that enhances workplace safety.

Desired Qualifications

• Experience in leading teams.
• Experience working with or within the Department of Defense laboratory facilities office and/or civil engineering community.
• Master's Degree in Architecture is desired or a Bachelor's Degree in Engineering or Architecture with a current registration as a professional engineer or architect.
• Knowledge of working with USACE and guiding design teams on laboratory and support facility planning/programming.
