Facilities & Infrastructure Program Manager

Location: Amarillo, TX

Requires a Q clearance; ability to obtain and maintain a Department of Energy Q clearance is required. U.S. citizenship is required for security clearance applicants. Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph. Medical requirements may apply.

About the Role

Responsible for the overall success of a program involving a portfolio of related projects and tasks managed in an integrated, coordinated manner. Identifies and communicates program scope, goals, and customer requirements to develop execution plans that exceed expectations and create synergy across the enterprise. Directs all phases of the program from inception to completion, serving as the primary customer contact, leading review sessions, and participating directly in the negotiation of deliverables and baseline changes.

Establishes and leads integrated program teams to develop multiyear plans that balance stakeholder views, corporate interests, and scope execution. Manages the cost, schedule, risk, and technical performance of programs in accordance with approved work authorization documents and the Performance Evaluation and Measurement Plan (PEMP). Prepares vital documentation, including proposals, annual plan formulations, change control, and closeouts.

Interfaces with executing organizations to coordinate change actions, controls costs within approved targets, and reviews requests to pursue activities outside approved scope or funding. Performs economic analyses and tracks market trends to substantiate long-term prospects. Requires ability to gain knowledge of National Nuclear Security Administration (NNSA) and Pantex (PXD) processes, policies, program/project management principles, and financial/budgeting systems.

Logically and systematically evaluates program problems to determine appropriate solutions, directing technical and administrative personnel. Effectively represents the organization in meetings, presenting technical information clearly, and performing duties with initiative, independent judgment, and discretion.

Requirements

• Bachelor's degree: Minimum 2 years of relevant experience.
• Master's degree: Minimum 1 year of relevant experience.

Preferred Qualifications

• Business, Engineering, and/or Construction Degrees.
• Relevant experience in engineering, production facilities, strategic planning, program or project management.
• Experience in Pantex production and support facilities and/or strategic planning.
