This position is excluded in the Educational Officers' Bargaining Unit and will be filled as a limited term vicing appointment. A written examination/assignment may be administered to help determine possession of the knowledge and abilities portions of the minimum qualification requirements.

Responsibilities

  • Administrative Leadership:
    • Maintains management controls over operations of assigned programs to ensure planned levels of accomplishment are attained.
    • Determines strategic direction of the Branch and oversees all program activities to ensure performance in accordance with prescribed direction, policies, and procedures.
    • Represents the Assistant Superintendent of the Office of Facilities and Operations (OFO) in meetings with the Deputy Superintendent of Operations, Superintendent, Board of Education, legislative hearings, and other civic and community groups on accountability matters.
    • Confers with high-level administrative and technical personnel in the Department of Education (Department) and other state/county agencies to facilitate program requirements and resolve issues.
    • Oversees construction procurement including protests, contract administration, fiscal management, and related reports.
    • Prepares testimony, correspondence, and responses to inquiries from the Governor, Legislature, or other agencies and individuals.
    • Directs the development and conduct of various administrative staff services, including formulation of policies and business management procedures, standards, and controls.
    • Coordinates and reviews the effectiveness of program plans, evaluates and makes recommendations on corrective actions to address reported deficiencies.
    • Provides technical consultation to improve school and program performance in meeting standards and objectives related to Branch functions.
    • Directs the analysis of data for decision-making purposes on accountability controls, including budget and internal control measures.
  • Supervisory Functions:
    • Plans, directs, coordinates, and evaluates the work of subordinates, establishing work performance standards and evaluating job performance.
    • Identifies and establishes staffing and training requirements, setting training policies and standards for hiring, promoting, and governing staff conduct.
    • Establishes technical standards covering products prepared by the Branch.
    • Plans, directs, coordinates, and reviews operating budget requests of subordinate supervisors and oversees expenditure of operating funds.
    • Reviews and takes action on recommendations for promotions, transfers, demotions, and other personnel actions.
    • Conducts interviews and selects persons to fill branch vacancies after consultation with subordinate supervisors.
    • Schedules and approves requests for leaves of absence and evaluates the performance of subordinate supervisors.
    • Instructs subordinate supervisors on methods to resolve program problems, interpret laws, and solve program matters.
    • Supervises preparation of or writes position descriptions for positions in the branch and initiates, prepares, and submits documents for personnel actions.
    • Oversees Branch personnel oversight including personnel vacancies, evaluations, and position descriptions.
    • Ensures staff is trained in the construction procurement process, including source selection methods, procurement protests, contract drafting, scope of work, and negotiation of contract terms.
    • Reviews and approves complex contract problems and oversees complaints investigations against contractors/vendors as needed.
  • Technical Responsibilities:
    • Serves as subject matter expert for OFO on facilities business operations, including construction procurement, fiscal controls, and compliance matters.
    • Interprets and communicates laws, rules, regulations, and policies governing Branch programs.
    • Provides guidance to school administrators, complex area leadership, and program managers regarding facilities business procedures and requirements.
    • Ensures compliance with state construction procurement statutes and administrative rules.
    • Oversees administration of OFO electronic procurement functions.
  • Performs other related duties as assigned.

Requirements

  • Education: Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, accounting, finance, engineering, construction management, or related field.
  • Experience: Nine (9) years of responsible professional work experience in facilities business operations or related field, of which five (5) years shall have been in an education program, government agency, or system, including two (2) years of supervision of professional staff.

Qualifications

  • Desired Experience: Five (5) years of progressively responsible work experience in one or more of the fields of construction procurement and contract administration, building maintenance, and capital improvements planning.
  • Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
  • Knowledge:
    • Effective communication and leadership principles; change management and organizational behavior; operations and productivity management.
    • Basic research methods and statistics; budget preparation and execution; laws, rules, regulations, and administrative procedures pertinent to the areas of assignment.
    • Principles and practices of supervision and management.
  • Desired Knowledge:
    • Applicable State laws, departmental rules and regulations, policies and procedures relating to construction, budgeting, construction procurement.
    • General principles of management, supervision, and public relations.
    • Basic understanding of the Facilities Business Branch, Facilities Development Branch, Facilities Maintenance Branch, OFO Capital Improvement Program, and Office of Campus Operations and Support (OCOS) programs.
  • Ability to:
    • Manage staff services, functions, and activities; deal effectively with federal, state, county, and departmental officials to accomplish program goals and objectives.
    • Communicate effectively both orally and in writing; operate computer and other business machines.
  • Desired Ability to:
    • Exercise discretion and sound judgment in a managerial capacity in prioritizing projects and carrying out assignments.
    • Organize projects and complete work within limited time/other constraints.
    • Set, model, and uphold high ethical behavior and standards for staff.
    • Supervise the work of others and/or instruct staff as appropriate.
    • Prepare reports; evaluate effectiveness of programs to recommend direction or priorities.
    • Improve and implement programs and procedures; assist districts, complexes, and schools in coordination and implementation of programs.

Pay

Salary range: $130,120 to $184,201. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $130,120. Placement above the initial step may be considered based on special characteristics, critical needs, exceptional qualifications, availability of funds, and other relevant factors.

Schedule

This appointment will be on a 12-month basis.
