Executive Director, Support Services
The New York City Department of Sanitation (DSNY)’s primary mission is to keep New York City healthy, safe, and clean. This is accomplished by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and removing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, passenger vehicles, and other operational types of equipment.
About the role
The Executive Director of the Division of Support Services is responsible for the executive management and strategic oversight of the Offices of Administration, Procurement, and Fiscal Services. Reporting directly to the Assistant Commissioner of Support Services, the Executive Director ensures that all administrative, procurement, fiscal, and operational support functions are performed accurately, efficiently, and in compliance with all applicable New York City laws, oversight requirements, and agency policies. The Executive Director provides leadership in the development and implementation of strategic initiatives that enhance operational effectiveness, strengthen internal controls, and improve service delivery across the Division.
Responsibilities
- Provide executive leadership and strategic direction for the Offices of Administration, Procurement, and Fiscal Services.
- Oversee the Division's Personal Services (PS), Other Than Personal Services (OTPS), and Capital Budgets, ensuring responsible fiscal management and timely execution of expenditures.
- Direct all procurement activities, ensuring compliance with New York City Procurement Policy Board (PPB), Mayor's Office of Contract Services (MOCS), and other applicable procurement regulations.
- Supervise Accounts Payable operations, ensuring vendor invoices are processed accurately and within Comptroller requirements.
- Ensure fiscal resources and procurement support are effectively aligned with Fleet Operations, Vehicle Acquisition and Warranty (VAW), and other operational units.
- Manage the allocation of OTPS and Capital funding for vehicle acquisitions, maintenance, repairs, and related operational expenditures.
- Develop and implement policies, procedures, and internal controls that promote operational efficiency, accountability, and regulatory compliance.
- Lead and mentor supervisory staff while fostering a collaborative, high-performing work environment.
- Monitor organizational performance, identify operational improvements, and implement best practices across administrative, fiscal, and procurement functions.
- Build and maintain strong working relationships with executive leadership, internal business units, oversight agencies, vendors, and external stakeholders.
- Represent the Division in interagency meetings, strategic planning initiatives, and executive-level discussions.
Requirements
A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following:
- Working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or
- Management or methods analysis, operations research, organizational research or program evaluation; or
- Personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
Alternate qualifications:
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
- An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
- A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
- A combination of education and/or experience equivalent to the above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
Skills
- Minimum of five (5) years of progressively responsible management experience in public sector administration, procurement, fiscal management, or related operational leadership.
- Extensive knowledge of New York City procurement regulations, including PPB Rules and MOCS requirements.
- Strong understanding of OTPS and Capital Budget administration, financial planning, and budget monitoring.
- Experience overseeing procurement operations, contract administration, vendor management, and accounts payable functions.
- Knowledge of payroll administration, timekeeping, leave administration, workers' compensation, retirement processing, and applicable collective bargaining agreements.
- Demonstrated experience in strategic planning, financial analysis, policy development, and implementation of internal controls.
- Proven ability to lead multiple operational units while managing competing priorities in a fast-paced environment.
- Exceptional leadership, organizational, analytical, and decision-making skills.
- Strong project management skills with the ability to lead cross-functional initiatives and organizational change.
- Excellent written and verbal communication skills with the ability to effectively engage executive leadership, oversight agencies, vendors, and internal stakeholders.
- Advanced proficiency in Microsoft Office Suite, particularly Microsoft Excel for financial analysis and reporting.
- Experience using New York City financial, procurement, payroll, and personnel management systems.
- Demonstrated ability to build collaborative partnerships and foster teamwork across diverse operational and administrative functions.

Pay
$160,000.00 – $180,000.00
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
