About the role

The New York City Comptroller’s Office seeks an experienced Executive Director of Human Resources & Labor Relations. This position oversees HR operations and records management, recruitment, onboarding, and workforce development programs, and ensures compliance with relevant laws and procedures.

Responsibilities

  • Oversees HR operations and records management
  • Directs recruitment, onboarding, and workforce development programs
  • Oversees performance management and employee evaluations programs
  • Leverages technology to accomplish unit goals
  • Develops and manages unit budgets
  • Ensures compliance with federal, state, and local employment laws, collective bargaining agreements, and DCAS rules & procedures
  • Develops, updates, and administers Standard Operating Procedures for operational units

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business, public administration, or related fields, and two years of satisfactory full-time professional experience in HR or related areas
  • Eighteen (18) months of executive, managerial, administrative, or supervisory experience, including supervising staff performing professional work in HR or related areas
  • A baccalaureate degree and four years of satisfactory full-time professional experience as described above
  • An associate degree or completion of 60 semester credits and six years of satisfactory full-time professional experience as described above
  • A four-year high school diploma or its equivalent and eight years of satisfactory full-time professional experience as described above
  • A combination of education and/or experience equivalent to the above requirements

  • Deep knowledge of PSBs, Personnel Rules, and civil service administration procedures
  • Excellent verbal and written communication skills
  • Ability to maintain confidentiality and exercise sound judgment
  • Strong people management skills including staff development
  • Ability to leverage technology to drive strategic business outcomes

The City of New York offers competitive compensation and benefits packages, including Public Service Loan Forgiveness (PSLF) eligibility for qualifying employees.

Pay

Salary range: $75,000 - $100,000 annually, depending on qualifications and experience.

Schedule

Full-time position, Monday through Friday, 8:30 AM - 5:00 PM.
