Position Summary

The Executive Director serves as the Chief Executive Officer of the KHA and works directly with the Board in implementing policies and is primarily responsible for the overall administration, leadership, direction, and management of the day-to-day activities of the KHA.

Qualifications

  • Education and Experience: A Bachelor’s Degree in Accounting, Business Administration, Public Administration, or a related field. Five years of experience in public or assisted housing, three years in executive management or an equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
  • Licenses and Certifications: Effective written and verbal communication skills, and demonstrated successful staff supervision and development are required. General knowledge of computer skills, Internet, and familiarity of Microsoft Windows Operating Systems and Software. Public Housing Manager Certification is preferred or must be obtained within one year of hire.
  • Other: Must possess a valid NC driver’s license.

Specific Duties And Responsibilities

  • Directs, plans, and administers KHA operations.
  • Develops and administers administrative policies, procedures, and practices for all KHA activities and functions in accordance with all federal, state, and local laws, regulations, and ordinances and policies and procedures established by the Board.
  • Complies with and follows the Bylaws of KHA and all other corporate governing documents.
  • Serves as Secretary/Treasurer for the KHA.
  • Ensures that the KHA meets standard performer standards as required by HUD, SEMAP, PHAS, etc.
  • Establishes priorities and monitors implementation of objectives for the various departments within the KHA.
  • Communicates Board decisions to KHA employees.
  • Ensures proper and timely action on all matters requiring Board action.
  • Provides recommendations to the Board on all applicable items.
  • Coordinates and executes all public relations activities, ensuring a favorable image of the programs is projected on national, state, and local levels.
  • Develops and implements both short-term and long-range strategic plans for the KHA.
  • Oversees KHA financial and programmatic plans and evaluates their effectiveness on an ongoing basis.
  • Coordinates funding activities and functions.
  • Authorizes payment of KHA bills.
  • Prepares and executes budgets, requisitions and other financial statements as required.
  • Ensures that required HUD reporting (PIC, SEMAP, PHAS, etc) is completed on time and with supporting documentation.
  • Ensures all employees receive and understand all laws, regulations, policies, and special instructions as applicable.
  • Reviews and evaluates the work of subordinates for completeness and accuracy.
  • Offers advice and assistance as necessary.
  • Carries out special projects for the Board as assigned.
  • Ensures KHA representation at selected meetings, community events, etc., sponsored by human service agencies.
  • Ensures a strong alliance with all social service agencies on behalf of the KHA.
  • Provides input in the preparation for funding proposals and grants to support special programs.
  • Keeps abreast of federal, state, and local laws and policies, procedures, requirements, and philosophies of housing.
  • Maintains knowledge of activities and programs available to residents through other social service agencies; provides referral assistance as needed.
  • Intervenes in crisis situations as necessary and appropriate.
  • Represents the KHA at informal/formal hearings and court hearings; provides court testimony as required.
  • Exercises an acceptable level of judgment, independence and problem-solving skills in addressing and completing assignments.
  • Maintains a level of teamwork and working relationships with peers and supervisors conducive to productive work.
  • Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinate staff, co-workers, volunteers, law enforcement personnel, court personnel, other government agency personnel, residents, community organizations, and the general public.
  • Operates a variety of equipment such as a telephone, calculator, computer, printer, copier, fax machine, typewriter, two-way radio, alarm systems, etc.
  • Performs other related duties as required and assigned.
