About the role
The Mooresville Housing Authority (MHA) in the Town of Mooresville is seeking a qualified applicant for the position of Executive Director. The MHA manages 136 housing units across four locations and employs five full-time staff members.
Responsibilities
- Manage day-to-day operations including Public Housing and Section 8 Project Based Rental Assistance
- Oversee the administration of all MHA affairs, programs, and projects in accordance with operating policies established by the Board and other state/federal agencies
- Ensure compliance with policies and procedures outlined in the MHA Policies and Procedures Manual
- Enforce all policies and procedures as delineated in the MHA Policies and Procedures Manual
- Supervise the Human Resource Manager, Procurement Administrator, Contract Administrator, and Secretary to the MHA Board of Commissioners
- Assess housing conditions and observe project progress through visits to the locations
- Maintain and develop a positive public relations image with local media and governmental officials
- Manage all funds and accounts of the MHA
Requirements
- Education and Experience: Equivalent to a bachelor's degree from an accredited college or university, with advanced coursework in public budgeting, finance, and management; five years of progressively responsible experience as a public or private sector manager, preferably in a public housing agency; three years of supervisory experience is desirable
- License: A real estate license or the ability and willingness to secure one at the direction of the board
- Qualifications: Valid North Carolina driver’s license, insurability, bondability, and possession of a PHM Certificate or obtaining one within one year of employment
- Knowledge: Knowledge in the Rental Assistance Demonstration Program
- Management skills in Public Housing and Section 8 Project Based Rental Assistance
- Ability to enforce policies and procedures
- Experience in public or private sector management, preferably in a public housing agency
- Experience in supervising human resources, procurement, contract administration, and board secretarial roles
- Ability to assess housing conditions and observe project progress
- Strong communication and public relations skills
- Financial management and budgeting skills
