About the Role

This position directs and oversees all General Ledger, Accounts Payable, Accounts Receivable, Cash Operations, and Purchasing operations activities and initiatives. Responsibilities include establishing appropriate policies, procedures, and controls for the Tribal Government consistent with Generally Accepted Accounting Principles (GAAP), regulatory/advisory organizations, and Tribal Minimal Internal Control Standards. The role emphasizes delivering a Five Star Experience to guests and team members, adhering to the Service Promise of the Twenty-Nine Palms Band of Mission Indians.

Responsibilities

  • Provide outstanding customer service to guests and employees by exceeding the organization’s mission statement and fulfilling the Five Star Experience expectations: Welcoming, Proactive, Seamless, Personalized, and Valued.
  • Coach and support team members to ensure they have the skills, tools, and resources to deliver the Five Star Experience.
  • Oversee and direct the preparation and issuance of the Tribal Government’s financial operating reports, monthly financial statements, and annual reports.
  • Analyze studies of general economic, business, and financial conditions and their impact on Tribal Government policies and operations.
  • Appraise the Tribe’s financial position and issue periodic reports on financial stability, liquidity, and growth.
  • Direct and coordinate the establishment of budget programs and tax reporting programs.
  • Assist with the management of tribal grants, including application packages, financial reports, program reports, and related audits to ensure compliance with grant requirements.
  • Forecast grant revenues and expenditures, direct the collection of grant revenue, and coordinate grant reporting processes.
  • Work with the Sr. Vice President of Finance, Chief Financial Officer, and Tribal Administration to establish standards for resource allocation, including staffing, services, products, and capital requirements.
  • Prepare financial statements in accordance with GAAP, summarizing the Tribe’s governmental activity and financial position.
  • Direct preparation of quarterly financial reports for bank reporting and covenant compliance.
  • Coordinate with internal and external audit firms for periodic reviews and annual audits.
  • Establish accounting policies and procedures to ensure accurate and reliable financial reporting under a sound internal control structure.
  • Ensure the integrity of all financial data produced by revenue and cost center departments.
  • Monitor all financial activities to ensure compliance with applicable laws, rules, regulations, and controls of the Tribe, Federal, and State agencies.
  • Review financial reports for accuracy and maintain and update financial internal control procedures.
  • Mentor, coach, and prepare succession planning for team members seeking advancement.
  • Develop operational and maintenance standards to optimize efficiency, improve processes, train team members, and distribute workloads effectively.
  • Maintain good working relationships with the internal Gaming Commission and applicable Federal and State agencies.
  • Plan for adequate staffing levels by monitoring performance and overseeing the selection, training, scheduling, evaluation, and promotion of team members.
  • Review departmental reports to address potential issues or adverse trends.
  • Facilitate the flow of information by organizing and presiding over operational and departmental meetings.
  • Ensure accuracy and thoroughness of departmental records and reports.
  • Manage communications to ensure consistency in procedures across the property.
  • Provide management with timely reviews of the Tribe’s financial status and progress toward goals and objectives.
  • Maintain excellent communications with all Directors and Managers.
  • Develop and implement approved departmental policies and procedures.
  • Ensure comprehensive record-keeping and a strong understanding of forecasting, budgeting, scheduling, productivity, P&L analysis, and cost controls.
  • Monitor and adhere to the department budget by implementing effective processes and procedures.
  • Prepare necessary data for the budget, project annual costs, monitor actual results, and take corrective action where necessary.
  • Stay abreast of competitive changes, industry trends, and the local competitive landscape.
  • Develop, maintain, and nurture a positive work environment while promoting safety, quality, and productivity.
  • Coordinate and supervise training, assignments, and development of subordinates.
  • Ensure compliance with all Minimum Internal Control Standards (MICS) and Tribal Internal Control Standards (TICS).
  • Present a positive image of the Tribal organization to guests and vendors.
  • Follow all safety policies and procedures and attend scheduled safety meetings and training.
  • Perform any other duties assigned from time to time.

Supervisory Responsibilities

  • Manage all employees within the department, adhering to Tribal organization policies, procedures, and applicable laws.
  • Responsible for the overall direction, coordination, and evaluation of the unit.
  • Carry out supervisory responsibilities, including interviewing, training, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

Qualifications

  • Bachelor’s degree in Accounting, Business Administration, or Finance from a four-year college or university (or equivalent) required.
  • Minimum of seven years’ experience in a governmental setting.
  • Ten years of equivalent supervisory/management experience.
  • CPA preferred.

Certifications and Requirements

  • Must pass periodic random drug screens.
  • Must pass a background suitability investigation.
  • Must obtain a Tribal Gaming License and all other applicable certifications and licenses.
  • Must provide proof of eligibility to work in the United States within 72 hours of employment.

  • May occasionally work in low-light conditions and be exposed to loud noise for extended periods.

Work Environment

The work environment characteristics described are representative of those an employee may encounter while performing the essential functions of this job.

  • Multiple locations, some of which are open 24 hours per day, 7 days per week.
  • Must be flexible to work any and all hours, including weekends and holidays.
  • Must be available for emergency calls 24/7.
  • Some enterprises are gaming facilities and may not be smoke-free.
  • Surveillance cameras and audio equipment monitor the premises 24 hours per day, 7 days per week.
