GoldenWolf is a Service-Disabled Veteran-Owned and Woman-Owned Small Business delivering facilities management, engineering support, construction management, strategic planning, and technical services to federal agencies nationwide. We are seeking an experienced Executive Action Officer to support the Defense Health Agency (DHA) Facilities Enterprise (FE), providing executive staff support, enterprise coordination, strategic communications, and executive correspondence management for senior leadership responsible for healthcare facility operations, military construction programs, infrastructure planning, sustainment, restoration, modernization, and enterprise governance.

This position is full-time for the base performance period (30 September 2026 – 29 September 2027), with four option years available depending on funding. Telework eligibility applies unless specifically designated otherwise.

Responsibilities

  • Serve as the central point of coordination for executive correspondence, leadership taskers, congressional inquiries, and executive actions.
  • Track and manage assignments through ETMS, CATMS, and related executive task management systems.
  • Monitor suspense dates and ensure timely completion of executive actions.
  • Maintain visibility of enterprise-level staffing actions and leadership priorities.
  • Draft executive correspondence, briefing books, decision memorandums, talking points, executive summaries, and leadership reports.
  • Consolidate inputs from multiple stakeholders into executive-ready products.
  • Review and edit documents for accuracy, consistency, completeness, and compliance with DoD standards.
  • Develop leadership communication materials supporting senior executives and stakeholders.
  • Coordinate with subject matter experts, branch chiefs, division directors, and executive leadership.
  • Support enterprise synchronization across multiple programs, initiatives, and organizational priorities.
  • Identify risks, staffing challenges, and operational issues requiring leadership attention.
  • Facilitate communication across organizational boundaries to support decision-making.
  • Maintain executive knowledge repositories and organizational tracking systems.
  • Develop dashboards, metrics, workload reports, leadership reporting tools, and status updates.
  • Support organizational transparency, workload balancing, and information management.
  • Maintain historical records and executive reference materials.
  • Support business process improvement initiatives.
  • Assist leadership with strategic planning efforts and organizational assessments.
  • Recommend improvements to correspondence workflows, staffing processes, and executive reporting systems.
  • Support enterprise governance and organizational modernization initiatives.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Minimum 5 years supporting senior military, federal government, SES, General Officer, Flag Officer, or executive leadership organizations.
  • Experience supporting 3-Star, General Officer, Flag Officer, SES, Headquarters, Joint Staff, Service-level headquarters, Defense Agency, or major command organizations.
  • Experience developing executive correspondence, decision support materials, strategic communications, and leadership products.
  • Experience with staffing processes, executive action management, and organizational coordination.
  • Experience writing, reviewing, or editing DoD, military department, or federal policy documents.
  • Ability to obtain and maintain a Tier 1 / NACI background investigation.

Skills

  • Exceptional written and verbal communication skills.
  • Executive-level business writing and editing capabilities.
  • Advanced Microsoft Word proficiency.
  • Strong PowerPoint, Excel, and Adobe Acrobat skills.
  • Experience with ETMS, CATMS, or similar executive task management systems.
  • Strong analytical, organizational, and problem-solving skills.
  • Experience supporting strategic planning and executive operations.

Preferred Qualifications

  • Defense Health Agency (DHA) experience.
  • Department of Defense (DoD) headquarters experience.
  • Military Health System (MHS) experience.
  • Facilities, engineering, construction, healthcare infrastructure, or military construction (MILCON) experience.
  • Experience supporting executive-level governance and strategic planning initiatives.
  • Background supporting federal healthcare or military installation programs.
