Key Responsibilities
- Analyze and assess DoW EW capabilities against adversary threats to identify operational gaps, including independent research and participation in studies, working groups, and portfolio management forums.
- Develop and recommend EW capability gap solutions for DoW agile frameworks, including emerging processes like the Joint Force Requirements Process (JFRP), portfolio management, and modernized resourcing systems.
- Support strategy, concept, and plan development to mitigate EW gaps, and integrate EW solutions into joint exercises and modeling & simulation activities.
- Represent the JEC in DoW and national-level EMSO forums, working groups, planning sessions, and studies.
- Advise on EMS operations, EMI mitigation, spectrum management, and assess operational risk, providing recommendations to resolve issues.
- Produce technical documentation, reports, and briefings per contract deliverable requirements (CDRL A003).
- Independently explore and self-learn new or in-development EMSO programs; conduct software testing, gather and provide user feedback, develop use cases, track progress, and deliver briefs, demos, and training to stakeholders and development agencies.
Qualifications
- Active Top Secret/SCI Clearance.
- Bachelor’s degree.
- Minimum 10 years’ experience as an EMSO operator.
- Proficiency in Microsoft Office applications.
- Experience in operations analysis and capabilities development, testing, certification, or similar processes.
- Proven ability to work independently, self-learn new systems, and proactively support program development and feedback cycles.
Preferred Skills
- Experience with DoW governance, JCIDS, and PPBE processes, or familiarity with requirements and resourcing systems.
- Experience with Combatant Command JEMSO organizations.
- Familiarity with DoW EW/EMSO policy and joint doctrine.
- Experience representing EW interests in DoW-level strategy and policy forums.
- Experience supporting agile development and acquisition frameworks, including JFRP or similar processes.
- Experience collaborating with development agencies (e.g., DISA) and supporting software testing, user feedback, use case development, providing live demonstrations, and training.
