Position Summary
The Waterworks Estimator is responsible for reviewing project plans and specifications, performing detailed material takeoffs, identifying project requirements, and developing accurate material quotations for underground utility projects.
This position serves as a key technical resource to our sales team and customers, ensuring projects are quoted correctly, specifications are met, and opportunities are positioned for successful award and execution.
What You'll Do
- Estimating & Project Analysis
- Review civil, utility, and municipal project plans, specifications, and bid documents.
- Perform detailed quantity takeoffs for water, sewer, storm drainage, and site utility projects.
- Identify required materials including pipe, fittings, valves, hydrants, restraints, service brass, meters, and related accessories.
- Verify project requirements against applicable municipal, utility district, state, and project specifications.
- Research approved manufacturers, special provisions, and project-specific requirements.
- Prepare complete and accurate material quotations for contractors, developers, municipalities, and engineering firms.
- Evaluate alternate manufacturers and value-engineering opportunities when appropriate.
- Technical & Customer Support
- Serve as a technical resource for outside sales representatives and customers.
- Communicate with engineers, contractors, inspectors, and project stakeholders to clarify specifications and resolve material questions.
- Aid in submittal package preparation and product compliance documentation.
- Support project handoff to sales and operations teams following award.
- Maintain awareness of manufacturer lead times, availability, and market conditions.
- Business Development Support
- Identify project opportunities early in the bidding process.
- Help position Winston-Cox Waterworx as a trusted resource through responsiveness, expertise, and attention to detail.
- Build relationships with contractors, municipalities, MUDs, utility districts, and consulting engineers throughout the Houston market.
- Contribute ideas that improve estimating processes, efficiency, and customer experience.
Required Qualifications
- 3+ years of experience in waterworks estimating, inside sales, project coordination, utility construction, or a related field.
- Ability to read and interpret civil construction plans and specifications.
- Knowledge of underground water, wastewater, and site utility products.
- Strong mathematical and analytical skills.
- Exceptional attention to detail and organizational abilities.
- Ability to manage multiple bids and deadlines simultaneously.
- Proficiency with Microsoft Office and estimating software tools.
Preferred Qualifications
- Experience with municipal, utility district, DOT, or public infrastructure projects.
- Prior experience with waterworks distribution, utility contractors, consulting engineering firms, or manufacturers.
- Familiarity with products from manufacturers such as U.S. Pipe, M&H, Kennedy, AVK, ADS, JM Eagle, Romac, Smith-Blair, Sigma, Star Pipe, and similar industry suppliers.
- Bachelor's degree or equivalent combination of education and industry experience.
