About the role
Are you an expert in capital cost estimating for massive transit programs? We are currently seeking a highly experienced and results-driven Program Estimating Manager to join our team in the Project Controls Office. This is a key leadership role where you will not only manage the Program Estimating Unit but also actively engage in all estimating activities.
Responsibilities
- Lead and Manage: Oversee and manage the cost estimating group in the development of all capital cost estimates for CAHSRA across all project phases.
- Strategy and Policy: Develop and implement policies and procedures for programmatic cost estimating.
- Documentation: Develop crucial documents like Estimate Development Plans and Basis of Estimate reports.
- Program Support: Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines, and Project Update Reports.
- Collaboration: Facilitate the development of estimating information with internal and external stakeholders.
- Oversight: Assist in the review of contractor estimates and claims.
Requirements
- Education: A Bachelor of Science in Civil Engineering, Construction Science/Management, or Quantity Surveying.
- Experience: A minimum of 20+ years of estimating experience.
- Transit Focus: At least 10 years of experience in transit work with a typical project size exceeding $10 Billion.
- Technical Knowledge: Extensive knowledge of the principles and practices of estimating.
- Report Writing: Significant, demonstrable experience in report writing, specifically with Estimate Development Plans and Basis of Estimates.
- Management Skills: Proven ability to manage internal and external resources to deliver accurate cost estimates within a schedule-driven program environment.
Qualifications
- Preferred Qualifications: Certifications as a cost estimator and/or engineer, management experience on large programs with a proven track record, and experience with database-driven estimating software (e.g., Timberline, Heavy Bid) and electronic quantity surveying systems.
