HEI Civil, a leading civil construction employer with operations across Arizona, North and South Carolina, Colorado, and Texas, is seeking an experienced Senior Civil Construction Cost Estimator to join our team. With a steadfast commitment to safety, people, quality, and production, we deliver projects ranging from roads and bridges to water infrastructure and environmental restoration.

Responsibilities

• Team Management & Leadership: Oversee the estimating team by assigning project responsibilities; train and develop junior estimators to expand department capacity; create and enforce standardized estimating procedures and work schedules; maintain regular coordination and updates with the Vice President of Estimations and Project Management.
• Strategic Planning & Business Development: Aggressively market services to existing and new clients; pursue bidding opportunities with private owners, engineers, and municipalities; ensure profitability and maintain an acceptable backlog of projects; analyze trends in construction costs, materials, and labor.
• Estimating & Risk Analysis: Thoroughly review project documents to accurately define scope; establish project strategies and schedules with estimators; apply unit pricing for man-hours, labor, materials, equipment, overhead, and fees; evaluate alternative construction methods to identify the most cost-effective option; compile historical cost data to improve future estimates.
• Cross-Department Operations & Collaboration: Conduct site visits to assess terrain, design, and subcontractor pricing impacts; schedule bid reviews with estimators, project managers, and field superintendents; prepare request for proposal documents, bidder instructions, and bid forms; provide ongoing support during construction through periodic project visits.

Requirements

• More than 10 years of experience in civil and/or highway construction.
• Direct experience with underground utilities, earthwork, road reconstruction, and civil construction.

Skills

• Technical Proficiency: Advanced use of Microsoft Office, Microsoft Project, and HCSS estimating software; strong attention to detail to identify discrepancies.
• Preconstruction Collaboration: Ability to work effectively in team settings during preconstruction phases.
• Project & Operations Management: Capacity to break down construction operations into logical activity sequences; ability to communicate and manage subcontractors effectively; commitment to meeting deadlines and dedicating necessary time.
• Communication & Interpersonal Skills: Excellent customer service orientation; strong verbal and written communication; solid organizational and interpersonal abilities.
