About the role

In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes.

Under general supervision, the ES&H Representative will support construction activities and implementation of the Port Arthur LNG (PALNG) Environmental, Safety, and Health (ES&H) Execution Plan. This field-based role requires active engagement with field work personnel, including accessing high elevation work areas via multi-level stairs, temporary scaffold ladders, and aerial work platforms. Your leadership and field engagement will help the project achieve ES&H performance expectations, compliance, and continuous improvement.

The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work for the Energy GBU LNG projects. As the #1 LNG EPC contractor by installed capacity, Bechtel delivers LNG projects through an integrated EPC self-perform model, strategic partnerships, and proven experience.

Responsibilities

  • Provide assistance in a wide variety of Environmental, Safety, and Health (ES&H) disciplines to facilitate implementation of Bechtel's ES&H program and ES&H Management System, ensuring compliance with Bechtel's ES&H standards, regulatory requirements, and contractual commitments.
  • Assist in the development, implementation, and maintenance of programs, systems, and procedures for employee safety, health, and environmental protection.
  • Maintain ES&H databases, including incident events, audit/assessment findings, and corrective actions.
  • Perform statistical analysis of ES&H data to identify performance trends and contributing factors for continuous improvement.
  • Identify and support unique software systems and electronic innovations used by ES&H personnel.
  • Lead teams in conducting risk assessments, studies, mitigation planning, and monitoring in response to ES&H issues.
  • Prepare communications, reports, and documents for program execution and records retention.
  • Assist with incident notifications, lead investigations, and prepare incident investigation reports.
  • Recommend and implement improvements in processes, procedures, and work activities to minimize hazard potential.
  • Participate in and may lead employee training, emergency preparedness, and quality assurance programs.
  • Research moderately complex issues and provide regulatory interpretation and technical advice.
  • Provide support to ES&H field and office personnel across all ES&H disciplines.
  • Offer coaching and mentoring to improve at-risk conditions and behaviors within assigned areas.
  • Engage with customers, project team members, and subcontractors to advise on ES&H requirements.
  • Identify and act on opportunities for improvement through construction supervision (e.g., mitigating dropped object potential).
  • Lead and participate in incident investigations, prepare Initial Incident Notifications, and complete Incident Investigation Reports within quality and timeframe expectations.
  • Attend and support daily Pre-Start and Focus4Safety Card Meetings, ensuring presence at the designated work location by shift start time.
  • Participate in and support ES&H Program activities, such as Leadership Engagement Walkdowns, Near Miss Reporting, Weekly Supervisor Safety Meetings, and the Supervisor Mentoring Program.

Requirements

  • Bachelor’s degree (or international equivalent) in occupational safety or health, with 5-8 years of relevant experience, or 9-12 years of relevant work experience.
  • Knowledge of national environmental and safety laws/regulations, industry standards/practices for compliance, and best management practices for minimizing ES&H risks during project execution.
  • Knowledge of engineering and construction systems, methods, and work processes.
  • Ability to obtain a site security badge for access to the worksite.
  • Field-based role requiring extensive walking in and around a construction site, climbing ladders and scaffolding, working on elevated platforms, uneven surfaces, and in small or confined spaces.
  • Some lifting may be required. Must be able to walk into and out of the project site (enter/egress).
  • Ability to use appropriate standard-issued Personal Protection Equipment (PPE) required for each assigned task (e.g., harness, life vest, lift buckets).

Skills

  • Provide safety technical support, coordinate safety requirements, and formulate risk reduction measures with engineering, construction, subcontractors, and other ES&H Representatives.
  • Strong communication and leadership skills for engaging with diverse teams and stakeholders.
  • Analytical skills for statistical analysis of ES&H data and performance trends.
  • Ability to research and interpret regulatory requirements and provide technical advice.
