ERP Finance Lead
About the role
The Finance Lead position serves as the primary planner, developer, organizer, controller, and evaluator for the statewide Enterprise Resource Planning (ERP) Program. The role focuses on functional areas such as Budget Execution, Budget Preparation, Grants Management, Procurement, and Cost/Project Accounting.
Responsibilities
- Serves as the Finance Lead for the Department of Innovation & Technology (DoIT), formulating policy and planning the ERP Program.
- Oversees the design of the integrated statewide solution, focusing on assigned functional areas and staged configuration and implementation in state agencies and constitutional offices.
- Serves as a full-line supervisor.
- Serves as a member of the Executive ERP Program Team, participating in policy discussions to plan and coordinate short and long-term goals and objectives of the ERP Program.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Requirements
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in fiscal management, accounting, budget, internal audit, insurance or finance.
Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in fiscal management, accounting, budget, or finance in a public or business organization.
Requires three (3) years of professional supervisory experience in a large business or private organization.
Preferred Qualifications
- Four (4) years of professional experience working as staff or management in budget execution, budget preparation, procurement, grants management, and cost or project accounting, including participating in the design or optimization of statewide business processes within an ERP environment or a large public or business organization.
- Four (4) years of professional experience as staff or management overseeing cross-functional accounting processes, including reviewing and validating integrated business process designs to maintain appropriate configuration across functional areas.
- Two (2) years of professional experience as staff applying Generally Accepted Accounting Principles (GAAP), including reviewing standardized processes to maintain conformity with GAAP and compliance within applicable laws, rules, and regulations.
- Two (2) years of professional experience working with and managing vendor relationships, including serving as a liaison to vendor system integrations and collaborating with them on configuration, implementation, and functional design requirements.
- Two (2) years of professional experience in program management, including planning and managing project scope, coordinating with agency leadership, participating in policy development, and supporting staged configuration and implementation in a statewide ERP program or similar enterprise initiative.
- Ability to analyze complex administrative challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness.
- Ability to develop and maintain cooperative working relationships with staff, managers, executives, and external stakeholders, fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff.
- Demonstrated verbal and written communication skills to present administrative and technical information clearly and precisely to diverse stakeholders including executives, managers, staff, subordinate staff, and external/internal auditors.
- Certified Public Accountant (CPA).
