Direct Care and Treatment (DCT) is looking for a talented and dedicated professional to join our Office of Equal Opportunity (OEO) as an Equal Opportunity Consultant-Investigator. This is an impactful opportunity to ensure a fair and inclusive workplace for all DCT employees by investigating and resolving complaints related to discrimination, harassment, sexual harassment, and other issues impacting protected classes under state and federal law.

About the role

This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework is available on a limited basis. Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address are eligible for telework. Candidates residing in Minnesota and more than 50 miles from the primary work address may be eligible to telework more than 50%.

Responsibilities

  • Investigate complaints of sexual harassment, discrimination, and retaliation based on protected classes under the Minnesota Human Rights Act, Title VII of the Civil Rights Act of 1964, and other relevant laws.
  • Mediate workplace disputes involving protected class harassment and facilitate resolution of complaints at the lowest level possible.
  • Support DCT’s Office of Equal Opportunity by conducting training and educational programs on harassment prevention, discrimination awareness, and fostering a respectful workplace culture.
  • Collaborate with the General Counsel’s Office (GCO) and the Minnesota Attorney General’s Office to respond to charges from enforcement agencies (e.g., EEOC, MDHR), lawsuits, and other legal processes.
  • Monitor DCT’s affirmative action efforts, ensuring hiring and retention practices support a diverse and inclusive workforce.

Requirements

  • Three (3) years’ conducting investigations into workplace discrimination or harassment related to protected class which must include:
    • Gathering evidence, conducting interviews, and writing detailed analytic reports.
    • Developing and delivering training focused on sexual harassment and protected class harassment/discrimination prevention.
  • Familiarity with state and federal civil rights laws such as the Minnesota Human Rights Act, Title VII of the Civil Rights Act of 1964, Equal Pay Act, ADEA, ADA and other civil rights regulations.
  • Strong organizational skills, including experience in establishing and maintaining record-keeping systems.

A bachelor’s degree in human resources, organizational management, law, or related field may substitute for one year of experience. A Master’s degree in a related field or a Juris Doctor (J.D.) degree may substitute for two years of experience.

Preferred Qualifications

  • Juris Doctor (J.D.) or similar law degree from accredited law school.
  • Completion of at least two years of law school.
  • Master’s degree in human resources, organizational management, or a related field.
  • EEO Investigator Certification or other EEO related certification.
  • Experience using digital case management systems (e.g., LaborSoft).
  • Knowledge of the Minnesota Government Data Practices Act.
  • Trained in mediation or alternative dispute resolution techniques.
  • Experience working effectively with others from different backgrounds and cultures.

  • Reference/background checks – Direct Care & Treatment will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
  • Education verification – Applicants will be required to provide a copy of their high school diploma at time of interview OR copies of their college transcript or college degree/diploma at time of interview.
  • Direct Care & Treatment (DCT) healthcare facilities require employees to provide documentation that they are free from tuberculosis (TB) through a blood test prior to employment. DCT does not accept TB skin testing.

Pay

$32.97 - $48.60 / hourly; $68,841 - $101,477 / annually

Schedule

  • Day Shift / 7:30am - 4:00pm
  • Days of Work: Monday - Friday
  • Travel Required: Yes, varies based on business needs for investigations, trainings, meetings, etc.
