Epidemiology Program Manager - Public Health

This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity consideration included an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirement for the job.

Responsibilities

• Leads the development, implementation, and evaluation of the Mecklenburg County Public Health Department’s epidemiological initiatives and publications.
• Conducts data analysis and reviews health indicators to assist leadership with measuring the health status of the county.
• Performs special studies, develops reports and attends meetings.
• Manages the collection, analysis, and dissemination of public health data.
• Directs the daily operations of the Epidemiology program and provides general administrative and technical leadership of functions and activities.
• Advises the Mecklenburg County Health Director and the executive team on epidemiology, morbidity and mortality trends, and health risks.
• Provides leadership in developing, aligning and implementing strategic goals of the program with strategic goals of the division, department and County.
• Participates in community-level planning to develop partnerships with healthcare providers and areas of collaborative practice to ensure programs’ needs are met.
• Affords assistance in identifying funding opportunities and developing funding proposals.
• Participates in the development of policies and procedures for area of responsibility.
• In the event of a public health emergency, employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required.

Requirements

• Minimum of six years of experience and one year of supervisory experience or completion of an approved supervisory training program.
• Bachelor's degree in Public Health, Public Administration, Business Administration or related field. Combination of relevant education and relevant experience accepted?: Yes.
• Master's degree in Public Health, public administration, business administration or a related field preferred.

Skills and Abilities

• Knowledge of Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
• Principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
• Budget development and monitoring.
• The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
• Laws, legal codes, court procedures, precedents, government regulations, and agency rules, and the political climate.
• Epidemiology methods, especially descriptive and applied epidemiology related to communicable, chronic or environmentally induced diseases, maternal child health, or injury control.
• Public health data, databases and related information sources; public health surveillance systems.
• Data analysis, data collection, questionnaire design.
• Data visualization and packaging for decision-making and target audience understanding.
• Best practices for presentation of and reporting on data.
