Main Purpose/Focus of the Position
The Equal Opportunity and Rapid Response Representative (EO/RR) serves two purposes for the Office of Workforce Development (OWD).
- This position’s primary role is the Local Equal Opportunity Officer which oversees the local workforce board’s nondiscrimination and equal opportunity program.
- This position is also responsible for helping employers and customers with reemployment services and guidance concerning staff reductions, layoffs or worksite closures within assigned regions.
EO Officer Role and Duties
- Monitoring and investigating the recipient's activities, and the activities of the entities that receive WIOA Title I-financial assistance to make sure that the recipient and its subrecipients are not violating their nondiscrimination and equal opportunity obligations under WIOA Title I and this part, which includes monitoring the collection of data required in this part to ensure compliance with the nondiscrimination and equal opportunity requirements of WIOA
- Reviewing the recipient's written policies to make sure that those policies are nondiscriminatory
- Ensuring the state’s complainant procedures are published within the local boards operation and their recipients along with tracking and investigating complaints filed against the workforce system
- Conducting outreach and education about equal opportunity and nondiscrimination requirements on how an individual may file a complaint
- Implementing the Missouri nondiscrimination plan within the assigned workforce region
Rapid Response Roles and Duties
- Serves as liaison between the state economic development efforts and local Workforce Development Boards (WDBs)/Job Centers regarding workforce development services for the purpose of job retention
- Serves as the Region's State Rapid Response Representative which includes setting up, coordinating and overseeing Employment Transition meetings and related activities
- Participates in the local business retention, economic development, and other committees to assist on workforce initiatives
- Participates in local business retention and other committees to assist with workforce initiatives as requested
