Environmental Resources Specialist 1

About the role

This position is classified exempt and performs complex professional work in a statewide specialty area evaluating documentation associated with the certification process for laboratories. The employee will be assigned to the Division of Water and Waste Management, State Revolving Fund, Quality Assurance Program.

Responsibilities

• Review Quality Assurance Manuals (QAM), Standard Operating Procedures (SOP), Proficiency Test (PT) results, equipment suitability, personnel qualifications, laboratory performance data, and quality assurance/quality control (QA/QC) data.
• Perform on-site assessments of laboratories seeking certification under 47CSR32, involving extensive travel with many multi-day overnight trips.
• Review checklists completed during on-site audits and write summaries of evaluations.
• Review applications submitted to the program and enter information into the database used to track laboratory certifications.
• Process checks for certification fees and prepare deposit memoranda for accounts receivable.
• Maintain correspondence with laboratories and adhere to audit schedules.
• Draft guidance for laboratory and regulated community use in complying with state and federal rules and regulations.
• Maintain hard copy and electronic files for all activities associated with the certification process.
• Perform other duties as assigned or required.

Requirements

• Must be licensed to operate a motor vehicle or provide other acceptable means of conducting business travel.
• Must undergo a Motor Vehicle Record (MVR) search prior to hiring and annually thereafter.
• Extensive travel required, including overnight and out-of-state trips.
• Excellent verbal and written communication skills.
• Experience in the use of computer and statistical analysis is desired.
• Considerable knowledge of the principles, practices, and procedures of organic and inorganic chemistry and public health sanitation programs at the local level.
• Work will be performed in a laboratory environment where processing of hazardous or unknown chemicals and samples is typical (within accepted safety procedures).
• Regular attendance is essential.
• Applicants will be required to complete an internet-based profile assessment to compare thinking and reasoning skills, behavioral traits, and occupational interests against the position's requirements.

Qualifications

Training: Bachelor’s degree from an accredited college or university.

Substitution: Full-time or equivalent part-time paid technical or paraprofessional experience in the acquisition, preservation, protection, and enhancement of environmental/natural resources may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
