The Water Quality Program in the Office of Water is seeking an Environmental Engineer Manager I - Individual Permits Team Lead. This is a full-time position with the Department of Agriculture & Natural Resources, offering a salary range of $95,000 - $100,000 annually.

Responsibilities

  • Guide and mentor a team of engineers
  • Oversee the development of individual permits under the state's Surface Water Discharge/NPDES permitting program
  • Aid in further program development through the creation of Standard Operating Procedures (SOPs), training materials, and other program development work
  • Lead the day-to-day activities of a team of engineers
  • Perform the full range of duties of the team they oversee

Requirements

  • South Dakota licensed Professional Engineer or the ability to transfer an out-of-state PE license within six months of start date
  • Bachelor's degree in any engineering discipline from an ABET-accredited college
  • Previous management experience, experience in wastewater engineering, and experience with a state NPDES permitting program are highly desirable
  • A strong desire to lead and mentor staff

  • A desire to serve the residents of South Dakota

Qualifications

  • Knowledge of wastewater engineering
  • Knowledge of a statewide NPDES permitting program
  • Inspection and investigation techniques
  • Project management methods
  • Microsoft Teams, Outlook, Word, Excel, and PowerPoint
  • Water quality modeling (QUAL2K, etc)
  • State and federal regulations such as the Clean Water Act, ARSD, SDCL, or other applicable rules and regulations

Skills

  • Establishing and maintaining effective working relationships
  • Training staff in the full performance of modeling, permitting, compliance, and enforcement activities
  • Reviewing and monitoring work activities and results for accuracy, compliance, and quality
  • Organizing the workload of a team of approximately four to eight engineers
  • Setting goals and expectations for team members
  • Motivating on an individual and team level to ensure consistency of work and achievement of goals
  • Effectively planning, organizing, and prioritizing work activities for self and the team to meet schedules and deadlines
  • Communicating effectively, both verbally and in writing
  • Conducting meetings in-person and virtually to oversee productivity of team members and achieve stated objectives
  • Creating a positive work environment
  • Working collaboratively in a team to protect South Dakota’s water quality
