General Description

JOB SUMMARY: Pasco County Utilities Operations and Maintenance Department is seeking an Environmental Compliance Manager to lead the department's environmental compliance, water quality programs, and utility operations.

Essential Job Functions

  • Develops, implements, and manages environmental and regulatory compliance programs.
  • Manages field studies, facility inspections, and evaluates corrective measures related to regulatory compliance.
  • Manages permit tracking, monitoring, and reporting programs to ensure regulatory compliance.
  • Leads the leak detection program, including scheduling, conducting surveys, implementing new technologies, and submitting work orders for repairs.
  • Participates in the Water Protection Team to develop and implement solutions for protecting water supply and improving conservation.
  • Conducts field work, inspections, operational training, and coordinates with regulatory authorities and other County personnel.
  • Tracks current and proposed environmental legislation and rules affecting utilities operations.
  • Provides written input and comments reflecting the County's position on environmental issues.
  • Reviews laboratory test results, water-quality monitoring programs, and facility assessment reports.
  • Interprets rules, regulations, topographical and aerial maps, blueprints, diagrams, and sketches.
  • Performs other related work as required.

Knowledge, Skills And Abilities

  • Knowledge in the permitting and operation of water, wastewater, and reclaimed water systems.
  • Knowledge in ordinance enforcement, rules, and regulations relating to environmental management and regulatory compliance.
  • Knowledge of utility systems, including operation and maintenance of treatment plants, collection and distribution systems, and storage facilities.
  • Knowledge of water supply sources and planning and conservation best practices.
  • Ability to read and interpret rules, regulations, topographical and aerial maps, blueprints, diagrams, and sketches.
  • Ability to present ideas, concepts, and facts clearly and concisely in written, oral, or graphic form.
  • Ability to develop and evaluate reports and presentations reflecting the work activities and environment compliance of Pasco County Utilities.
  • Ability to participate in complex environmental quality and management studies and analyze information to formulate recommendations for regulatory compliance.
  • Ability to establish and maintain effective working relationships with coworkers, outside agencies, regulatory authorities, and the general public.
  • Leadership, self-motivation, teamwork, and willingness to learn are essential.

Minimum Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree in biology, environmental science, environmental engineering, or a related field.
  • Eight (8) years of professional work experience in water, wastewater, or reclaimed water compliance or project management, or a Master's degree and six (6) years' experience.
  • Regulatory agency permitting and compliance experience required.
  • Proficient in Microsoft Office and familiar with GIS.

Physical Skills

  • Ability to communicate effectively using verbal, written, and visual communication.
  • Ability to conduct field work in various weather conditions.

Education, Training and Experience

Licenses, Certifications or Registrations

  • Must possess a valid Florida driver's license.
