About the role

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets where hyperscale and AI demand is going. The Entitlements Director will be a key position within Tract’s development organization, leading entitlement efforts in selected markets and serving as a primary liaison with local governments, agencies, and community stakeholders.

Responsibilities

The Entitlements Director will oversee and support the full entitlement process, from zoning and land use approvals to selected permits and development agreements, ensuring that projects align with local regulations and company objectives. Key responsibilities include:

  • Leading multiple entitlement efforts across Tract’s portfolio to secure zoning, land use approvals, and permits for large-scale data center campus developments
  • Developing and executing optimal entitlement strategies in collaboration with senior management
  • Overseeing jurisdictional applications, entitlement schedules, and permit processes to align with project plans and timelines
  • Managing external consultants, legal counsel, and technical teams to ensure accurate and timely submittals
  • Guiding the negotiation and completion of development-related documents, including development agreements, proffers, and annexation agreements
  • Providing proactive reporting to management on entitlement milestones, risks, and project status
  • Engaging with local government officials, planning and zoning commissions, and regulatory staff
  • Attending and presenting at public hearings, council meetings, and community engagement sessions to advocate for project approvals
  • Coordinating with government affairs to stay aligned on policies, ordinances, and initiatives that may affect Tract’s development activities
  • Collaborating with internal teams and external government relations firms to support entitlement advocacy and marketing efforts
  • Representing Tract professionally and positively within the communities where the company operates
  • Leading community outreach and managing communications with neighbors, local organizations, and other stakeholders
  • Responding to public or government inquiries regarding Tract projects and providing clear, coordinated communication

Qualifications

The ideal candidate will have:

  • Bachelor’s degree in Planning, Engineering, Law, or equivalent field
  • Master’s degree in Planning, Real Estate Development, Law, or Business Administration is a plus
  • Minimum 7+ years of experience in entitlements, real estate development, or economic development
  • Data center, utility, or telecom experience highly desirable
  • Specific experience and focus on land use and entitlements required
  • Applicants with a mix of public and private sector entitlements experience preferred

Location and Travel

Denver, CO is the preferred location, but Alexandria, VA and Seattle, WA are also considered. This position requires significant time commitment with in-market teams and will require meaningful travel to Tract markets.

Pay and Benefits
