Description
D.R. Horton, Inc., the largest homebuilder in the U.S., is seeking a Director of Entitlements. This role oversees the process and maintains responsibility for entitlements and due diligence for projects, determines the feasibility of planned acquisitions, facilitates the entitlement of properties, and provides overall responsibility for engineering and forward planning.
Responsibilities
- Determine the feasibility of a planned acquisition
- Facilitate the entitlement of a property, including obtaining zoning and governmental approvals
- Provide ultimate responsibility for overseeing and driving entitlements, engineering, and forward planning for all new acquisition opportunities
- Work with divisional leadership to fulfill engineering, entitlement, and forward planning needs of projects
- Perform detailed review and analysis of entitlement status of prospective acquisitions on a continuous basis, including assessment of due diligence information and documentation
- Oversee the completion, submittal, and approval of construction plans, including soliciting bids for engineers and other consultants, coordinating the submittal of construction plans, and more
- Assist in oversight of the design and budgeting of “hard” and “soft” cost items in certain communities, including conceptual planning, final construction documents, and development cost estimates
- Coordinate with onsite construction management of community development projects, including oversight of governmental acceptance of public improvements
- Maintain all previously approved land use and development entitlements
- Physically walk the site to determine potential for special development situations, (i.e. demolition, utilities, relocations, special grading issues, etc.)
- Solicit bids and select engineers and other consultants
- Coordinate and track the submittal of construction plans and other plans (i.e., Final Site Plan and Final Plat)
- Attend follow-up meetings with City staff
- Receive and review plans, produce revisions
- Coordinate with staff on Council approval of Final Plat
- Coordinate Final Plat recordation at County Recorder’s office
- Hire and coordinate counsel in generating submittal narratives/exhibits
- Hire and coordinate land planning and engineering consultants to prepare submittal exhibits/plans
- Receive, review and revise exhibits/plans
- Attend meetings with City Staff and DRHI Development Team
- Request, receive and submit City application fee, submit application and plans to City Planning
- Attend public hearings and speak as required
- Schedule and attend neighbor meetings and speak as required
- Render site plan for meetings
- Request and receive adjacent neighbor mailing labels for notification
- Prepare notifications, affidavits of notice and submit to City
- Prepare notifications, stuff envelopes and mail out letters
- Coordinate and pay for GP/Zoning signage (on site)
Qualifications
- Bachelor's degree from four-year college or university
- 10-15 years of applicable experience to include at least 5 years of supervisory experience as well as experience in the residential real estate industry
- Excellent public speaking and presentation skills
- Proficiency with MS Office and email
- Ability to stand and walk for 4 hours straight or up to a full 8-hour day; sit for extended periods; kneel and bend at the waist; climb, balance and stoop, crouch or crawl; walk up and down stairs; walk on unlevel terrain; use hands to finger, handle or feel; reach with hands and arms; talk and hear
- Tolerate exposure to outside weather conditions
Preferred Qualifications
- Registered Engineer or Planner preferred
- Degree in Civil Engineering or related field a plus
- Professional Engineer certification a plus
- Residential development (field) experience of at least 5 years
