About the role

We are seeking a System Engineer who analyzes user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. You will be part of a team that designs, implements, and maintains DevOps resources for multiple product teams and enables teams to automate build and deployment where possible.

Responsibilities

  • Analyze system requirements and lead design and development activities; guide users in formulating requirements, advise alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology; incorporate new plans, designs, and systems into ongoing operations.
  • Develop technical documentation, system architecture, and system design documentation.
  • Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans.
  • Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts.
  • Ensure the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility.
  • Communicate with other program personnel, government overseers, and senior executives.
  • Contribute to the development of systems engineering documentation such as System Engineering Plans, Initial Capabilities Documents, Requirements Specifications, and Interface Control Documents.
  • Manage system requirements and derived requirements to ensure compatibility with defined system architectures (DoDAF, SOA, etc.).
  • Assist with the development of system requirements, functional requirements, and allocation to individual hardware, software, facility, and personnel components.
  • Coordinate the resolution of action items from Configuration Control Board (CCB) meetings, design reviews, program reviews, and test reviews requiring cross-discipline coordination.
  • Participate in an Integrated Product Team to design new capabilities based on evaluation of development and operational considerations.
  • Participate in interface definition, design, and changes to the configuration between affected groups throughout the lifecycle.
  • Allocate real-time process budgets and error budgets to systems and subsystem components.
  • Derive stakeholder needs and logically inferred functions essential to system effectiveness from system requirements.
  • Derive lower-level requirements from higher-level allocated requirements, ensuring completeness, correctness, uniqueness, unambiguity, realizability, and verifiability.
  • Generate alternative system concepts, physical architectures, and design solutions.
  • Participate in establishing and gaining approval of system or component definitions under development (requirements, designs, interfaces, test procedures).
  • Define methods, processes, and evaluation criteria for verifying systems, subsystems, and work products against their requirements.
  • Develop system design solutions that satisfy system requirements and fulfill functional analysis.
  • Develop derived requirements for Information Assurance Services and Security Mechanism Technology.
  • Review and provide input to program and contract work breakdown structure (WBS), work packages, and the integrated master plan (IMP).
  • Provide technical direction for development, engineering, interfacing, integration, and testing of complex hardware/software systems.
  • Implement comprehensive SOA solutions and DoDAF standards (operational view, technical standards view, system and services view).
  • Develop scenarios and an Operational Concept describing interactions between the system, user, and environment.
  • Review and/or approve system engineering documentation for accuracy, comprehensiveness, and meeting system needs.
  • Conduct quantitative analysis in non-functional system performance areas (Reliability, Maintainability, Vulnerability, etc.).
  • Establish and follow formal procedures for coordinating system integration activities among multiple teams.
  • Capture all interface designs in a common interface control format and store interface data in a commonly accessible repository.
  • Prepare timeline analysis diagrams illustrating time-dependent functions.
  • Establish a process to formally control and manage changes to requirements, ensuring traceability and stakeholder buy-in.
  • Assess risks, determine probability and consequence of failure, and manage risks using an approved risk management plan.
  • Manage and ensure the technical integrity of the system baseline over time.
  • Plan verification efforts of new designs early in the development lifecycle to ensure compliance with established requirements.
  • Support the planning and test analysis of the DoD Certification/Accreditation Process and other Government C&A processes.
  • Support the development and review of Joint Capability Integration Development System (JCIDS) documents.
  • Develop alternative courses of action, workarounds, and fallback positions for risks, monitoring and re-evaluating at milestones.
  • Maintain knowledge of current and evolving standards applicable to system development and enforce their use.
  • Ensure effective, periodic review and control of system configuration and associated documentation.
  • Serve as a member of the Configuration Control Board (CCB).
  • Recommend preferred solutions in Analysis of Alternatives (AoA) efforts based on adjusted selection criteria.
  • Develop system design alternatives considering life cycle cost, reuse, complexity, risk, and system expansion.
  • Conduct and/or approve end-to-end system trade analyses to optimize system operations over its lifecycle.
  • Improve standard integration strategies based on rationale for previous decisions.
  • Fully define interfaces in terms of origination, destination, stimulus, and data characteristics.
  • Use validated models, simulations, and prototyping to mitigate risk and reduce cost.

Requirements

  • A current Top-Secret/SCI with polygraph security clearance is required. Candidates cannot be sponsored or nominated for a government security clearance under this position.
  • Twenty (20) years of experience as a System Engineer in programs and contracts of similar scope, type, and complexity is required.
  • Alternatively, a Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or a related discipline from an accredited college or university is required, with five (5) years of additional SE experience substituting for the degree.

Required Skills

  • Demonstrated experience in planning and leading Systems Engineering efforts.
  • Developing Infrastructure As Code and scripting to automate tasks, provision managed services, and build tools using Terraform, Ansible, and Python.
  • Install, configure, and provide performance tuning utilizing Kubernetes and cloud-native logging and metrics collection tools (e.g., Elasticsearch, Grafana/Prometheus).
  • Managing GitLab CI/CD pipelines to automate building, testing, and deploying code using GitLab runners and Argo CD.
  • Managing commercial cloud computing platforms (AWS).
  • Strong communication and collaboration skills.

Desired Skills

  • Develop and manage GitLab CI/CD pipelines to automate deployment processes.
  • Design, build, and maintain AWS infrastructure including EC2, Lambdas, EKS, RDS, S3, EFS, EBS using Terraform and auto-scaling.
  • Collaborate with development teams to optimize application performance and reliability.
  • Troubleshoot infrastructure issues and ensure system uptime.
  • Kubernetes experience with a focus on EKS.
  • Familiarity with FOSS tools such as Elasticsearch, Prometheus/Grafana, PGAdmin installable in Kubernetes via Helm charts.
  • Familiarity with various Kubernetes storage class types such as GP3, Longhorn, EBS.
