About the Role
This long-term contract supports Montgomery County in developing an Enterprise RFP for all Police technology service needs. The RFP will enable vendors to bid on individual, multiple, or all listed services. The anticipated RFP release date is February 15, 2027.
Responsibilities
- Develop a project implementation plan and schedule within two weeks of project start.
- Provide a recommended list of stakeholders to interview within one month of project start.
- Create an inventory of technology contracts within six weeks of project start.
- Complete an assessment of all technology needs within two months of project start.
- Deliver the first four deliverables and a complete draft RFP within three months of the project kickoff meeting.
- Participate in a kickoff meeting with the County and the Department’s project manager.
- Work directly with the Department’s project manager, serving as the primary point of contact.
- Utilize access to County systems and personnel to complete the technology contract inventory and needs assessment.
- Conduct onsite interviews and meetings as required by the Police Department.
- Attend at least one weekly onsite meeting with the Department’s project manager to review schedules, risks, issues, and project status.
- Collaborate with multiple stakeholders throughout the iterative RFP development process.
- Develop the initial RFP draft using the County-provided template.
- Support review phases: Police Technology Review, Stakeholder Review, Police Finance Review, and County Procurement Review.
- Work with County Procurement personnel through final deliberations and revisions.
- Ensure the final RFP is completed and ready for Office of Procurement approval before public release.
Qualifications
- At least 5 years of customer-facing technology project management experience.
- Experience on at least 3 projects involving technology users and gathering technology requirements.
- At least 1 project must involve a police department or other law enforcement agency.
- At least 3 examples of meaningful RFP work, with at least 1 example as the primary author.
- PMP certification preferred, but not required if equivalent experience can substitute.
- Strong attention to detail with a focus on documentation and production support needs following project completion.
- Ability to thrive in a collaborative environment.
- Strong presentation skills with excellent verbal and written communication abilities.
- Ability to influence and work effectively with multiple stakeholders.
- Experience creating Microsoft Word documents and Excel spreadsheets.
- Flexible, adaptable team player with strong interpersonal skills.
- Experience working directly with customers and multiple project stakeholders.
