About the role

We are seeking an experienced Enterprise Project Manager to provide project management leadership for a large-scale enterprise application supporting critical child support operations. The successful candidate will lead cross-functional teams, oversee ongoing operations and maintenance activities, manage vendor relationships, and ensure projects are delivered on schedule and within established objectives.

Responsibilities

  • Lead and coordinate enterprise application operations and maintenance activities in collaboration with internal and vendor teams.
  • Manage and oversee vendor teams responsible for ongoing application operations and maintenance services.
  • Apply PMI project management principles to plan, direct, coordinate, and monitor projects.
  • Lead initiatives across multiple functions and teams while managing project objectives, dependencies, risks, and priorities.
  • Manage the formal application change management process, ensuring change requests are appropriately reviewed, prioritized, and tracked throughout the Software Development Life Cycle (SDLC).
  • Work with state and vendor project teams to ensure system defects are properly documented, triaged, prioritized, tracked, and resolved.
  • Oversee defect-related code changes throughout the SDLC in coordination with vendor development teams.
  • Develop, maintain, and monitor accurate project schedules covering all approved project activities.
  • Prepare and deliver monthly management reports detailing project progress against approved schedules.
  • Guide project teams in collecting appropriate project data, metrics, and status information.
  • Present project status, progress, risks, and key findings to executive management.
  • Develop and implement knowledge-transfer plans and processes to transition operational and maintenance knowledge from vendor resources to internal team members.
  • Collaborate with management and other project leaders to identify and implement organization-wide process improvements.
  • Lead audit activities associated with IRS Publication 1075 requirements.
  • Plan, organize, instruct, and review the work of large project teams.
  • Communicate effectively with technical and non-technical stakeholders, customers, state and federal representatives, and executive leadership.

Requirements

  • Bachelor's degree.
  • 7+ years of experience as a Project Manager using PMI project management methodologies.
  • 7+ years of experience in Information Technology, including areas such as computing, telecommunications, printing, data storage, and data transmission.
  • 7+ years of experience with large-scale production system implementations.
  • Demonstrated experience managing complex projects involving multiple teams and stakeholders.
  • Strong experience with project planning, scheduling, risk management, change management, and issue resolution.
  • Strong analytical and problem-solving skills.
  • Excellent written, verbal, presentation, and stakeholder communication skills.
  • Strong organizational and time-management abilities with exceptional attention to detail.
  • Ability to work independently, overcome obstacles, and drive projects toward successful completion.
  • Strong servant-leadership approach with the ability to work effectively with diverse teams and personalities.
  • Project Management Professional (PMP) certification.

Preferred Qualifications

  • Experience with Child Support Enforcement systems, including system design and development.
  • Experience working with TFS (Team Foundation Server).
  • Experience with Microsoft Project.
  • Experience with SharePoint.
  • Experience with Power BI.
  • Experience managing large-scale government or enterprise application environments.
  • Experience managing vendor-supported application operations and maintenance programs.
