The Opportunity

CACI is seeking a Subject Matter Expert Enterprise Monitoring Observability Lead for the Global Mission Operations Support (GMOS) contract supporting the Department of State. The role offers a unique opportunity to enhance national security through advanced IT solutions, collaborating with experienced professionals in an innovative environment and guiding a high‑performing team to deliver excellence. The GMOS contract modernizes and maintains applications and infrastructure using an integrated IT Service Management approach.

Responsibilities

  • Provide technical and management leadership for enterprise monitoring solution operations across the global CA IT infrastructure, driving strategic observability initiatives.
  • Establish enterprise monitoring capability strategy, delivering program‑level dashboard views with near real‑time data visualization and comprehensive trend analysis for executive decision‑making.
  • Direct infrastructure system availability monitoring operations, coordinating with DT ENMOC across 350+ global facilities to ensure optimal performance and rapid issue resolution.
  • Establish metrics collection, analysis, and reporting strategies aligned with CA mission objectives, organizational goals, and enterprise security posture requirements.
  • Develop capacity management plans, defining utilization metrics and forecasting models to support infrastructure expansion planning and budget allocation.
  • Continuously assess monitoring capabilities, recommending strategic enhancements to address evolving technology landscapes, emerging cybersecurity threats, and capability gaps.
  • Ensure comprehensive coverage for modernized and legacy systems, integrating monitoring solutions with the Ticket Management System.
  • Deliver multi‑level dashboards (program, operational, executive) that provide actionable insights for informed decision‑making.
  • Establish advanced analytics and machine learning strategies to predict resource needs, identify performance bottlenecks, and prevent service degradation before business impact.
  • Provide technical and management leadership on major assignments, setting strategic goals, overseeing financial management, methodology selection, and staffing decisions.

Qualifications

  • Bachelor’s degree plus 13 years of experience in IT operations monitoring, systems analysis, observability engineering, performance management, or enterprise monitoring architecture (equivalencies considered).
  • Active Secret clearance.
  • Expertise in capacity planning, performance analysis, and enterprise infrastructure monitoring for complex ecosystems supporting thousands of users.
  • Strong leadership experience directing technical teams, managing project budgets, and making strategic staffing and resource allocation decisions.
  • Excellent executive communication and stakeholder‑management skills, able to translate complex technical metrics into business insights for senior leadership.
  • Hands‑on experience with Grafana as the central observability and visualization platform, including design and maintenance of dashboards for application, infrastructure, and system performance metrics.
  • Experience designing, deploying, and instrumenting one or more of the following tools: Oracle Enterprise Manager, Oracle Cloud Infrastructure Monitoring, AWS CloudWatch, Zabbix, Splunk, CRIBL, Dynatrace, or AppDynamics.

Desired Experience

  • Prior experience supporting federal agencies, especially the Department of State.
  • Implementation of Grafana with other enterprise tools for advanced observability and data visualization.
  • Implementation of advanced analytics, machine learning, or AI‑driven predictive monitoring solutions for proactive capacity management.
  • Proven track record managing enterprise monitoring operations.

Pay Range

The proposed salary range for this position is $120,800 – $265,800, subject to factors such as geographic location, contract labor categories, experience, skills, education, and certifications.
