Enterprise Modernization Manager (IT Manager 1)
The Office of Information Services (OIS) supports the business functions and delivery of health, human, and employment services through information technology. OIS serves millions of recipients by developing and operating automated information systems 24/7. Due to its scale and complexity, OIS is one of the largest IT organizations within Ohio state government.
About the role
The Enterprise Modernization Manager acts as a strategic advisor and technical leader within the Innovative Services and Solutions pillar of OIS. This role, part of the Enterprise Architecture team, guides the agency’s long-range technology direction, ensuring alignment with business goals, modernization priorities, and emerging capabilities. The position involves close collaboration with enterprise architects, business relationship managers, technical specialists, and business leaders to evaluate new technologies, define enterprise standards, and shape agency-wide strategies—particularly in enterprise modernization, Agentic AI, automation (including RPA), and data analytics. The role is key to advancing ODJFS’s use of intelligent automation, improving service delivery, and supporting data-driven decision-making.
Responsibilities
- Provide technical advice and recommendations to the OIS Chief Architect, OIS Administrators, and agency executives on enterprise information systems strategy, modernization, and AI initiatives.
- Serve as a consultant to executives, managers, and line-of-business customers on information systems analysis, planning, enterprise data strategy, and emerging technology opportunities.
- Lead and conduct development and maintenance of enterprise architecture work efforts, producing architecture artifacts, standards, and roadmaps to guide enterprise solution design.
- Apply enterprise architecture principles to conduct high-level enterprise analysis, design, planning, and implementation activities.
- Analyze technology market trends, especially in AI, data platforms, and automation, and provide research-based recommendations to leadership.
- Provide architecture input for RFPs and contribute to evaluating RFPs for modernization initiatives, including architectural and design governance.
- Assess business needs and priorities, advising stakeholders on technology options, risks, cost-benefit considerations, and impacts to enterprise systems.
- Supervise assigned staff and provide direction for automation projects involving RPA and AI solutions.
- Stay current with emerging technologies, conduct learning sessions, and deliver technical presentations for the organization.
Qualifications
The candidate must meet one of the following options:
- Option 1:
- Completion of undergraduate core coursework in computer science, or completion of undergraduate corework in any major including at least one course in each of the following:
- Advanced-level computer programming language (e.g., COBOL, Delphi, Java, Powerbuilder, Visual Basic, PL/1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio).
- Logic-based mathematics.
- Database concepts (e.g., Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS).
- Computer systems analysis and design.
- Basic data processing concepts.
- Additional 6.5 years (78 months) of experience commensurate with job duties, including 18 months of project management experience.
- Completion of undergraduate core coursework in computer science, or completion of undergraduate corework in any major including at least one course in each of the following:
- Option 2:
- 8.5 years (102 months) of experience commensurate with job duties, including 18 months of project management experience.
- Option 3:
- 12 months of experience as an Information Technology Supervisor 3 (64119) or equivalent.
- Option 4:
- Completion of undergraduate core coursework in computer science, or completion of undergraduate corework in any major including at least one course in each of the following:
- Advanced-level computer programming language (e.g., COBOL, Delphi, Java, Powerbuilder, Visual Basic, PL/1, SAS PCS, Pacbase, Full Visual Suite, Designer 2000, Developer 2000, C, C++, Visual C, ECL, or Visual Studio).
- Logic-based mathematics.
- Database concepts (e.g., Oracle, Microsoft Access, Paradox, Sybase, IMS DB, DB2, Cache, DMS, or RDMS).
- Computer systems analysis and design.
- Basic data processing concepts.
- 3 years of experience using word processing software.
- 3 years of experience using internet browsers for research.
- 54 months of experience including:
- Knowledge of information technology architecture components.
- Developing information technology strategic plans.
- Preparing and delivering presentations/public speaking.
- Writing information technology-related policy and procedures.
- Preparing and monitoring budgets.
- Providing cost and resource estimates.
- Contract management.
- 2 years of experience using an email system.
- 18 months of project management or lead role on an IT project.
- 12 months of experience using spreadsheet software.
- 12 months of experience as an Information Technology Supervisor 3 (64119) or equivalent.
- Completion of undergraduate core coursework in computer science, or completion of undergraduate corework in any major including at least one course in each of the following:
- Option 5: Equivalent of the minimum class qualifications noted above.
Schedule
- Full-time, Monday through Friday.
- Hours: 7:00 a.m. to 6:00 p.m.
- Occasional travel within Ohio.

Pay
This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 16. Starting salary is the minimum of the range (Step 1, currently $48.93 per hour). Pay increases occur after 6 months and annually thereafter. Cost of Living Adjustments are applied each fiscal year.
