Enterprise Business Automation and Development Services Manager (Enterprise Technology Manager)
About the role
The City of San José is seeking an Enterprise Business Automation and Development Services Manager to join the Information Technology Department (ITD).
Responsibilities
- Develop and implement the technology strategy in alignment with the organization's business objectives.
- Oversee the integration of new technologies and ensure they enhance operational efficiency and competitiveness.
- Plan and manage technology projects, from conception through execution and evaluation.
- Lead and manage the Business Automation and Development Services teams, including hiring, training, and evaluating staff.
- Foster a collaborative and innovative work environment; provide guidance and support to team members, helping them develop their skills and advance their careers.
- Ensure the reliability, security, and performance of the Development Services and Business Automation systems, including networks, servers, and software applications.
- Oversee the maintenance and upgrade of existing systems and the implementation of new systems; ensure systems are scalable and can grow with the organization’s needs.
- Manage the Development Services and Business Automation budgets, ensuring cost-effective use of resources; allocate resources for projects and initiatives, balancing immediate needs with long-term goals.
- Negotiate contracts with vendors and service providers to secure the best terms.
- Enforce IT security policies and protocols to protect the organization’s data and systems; monitor for potential security threats and respond to incidents.
- Conduct regular security audits and risk assessments.
- Manage relationships with external vendors and service providers; ensure that third-party services meet organizational standards and deliver value.
- Communicate and collaborate with stakeholders across the organization to understand their technology needs and priorities.
- Stay current with emerging technologies and industry trends; identify opportunities for innovation and process improvement; lead initiatives to adopt new technologies that can improve efficiency, productivity, and competitiveness.
- Ensure that the organization’s technology operations comply with relevant regulations and standards; implement and maintain governance frameworks for IT management.
- Prepare and submit reports to senior management and regulatory bodies as required.
- Develop and maintain disaster recovery plans and business continuity strategies; ensure that backup systems and procedures are in place and tested regularly.
- Coordinate response efforts during IT emergencies and system outages.
- Maintain and monitor the performance of IT systems and services, ensuring they meet organizational requirements; develop and track key performance indicators (KPIs) for IT operations.
- Report on IT performance, issues, and achievements to senior management.
Requirements
- Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field AND seven (7) years of experience managing, maintaining and implementing significant technology programs, computer system infrastructure and design, network operations, security design, application development and configurations and system/servicer administration, including a combination of five (5) years of supervisory and project personnel management experience, of which at least two (2) years should be supervisory experience over a technical team.
- Possession of a valid State of California driver’s license.

- Job Expertise – Demonstrates knowledge of and experience with applicable professional/technical principles and practices, Citywide and departmental procedures/policies, and federal and state rules and regulations.
- Experience administering Software Development Lifecycle (SDLC) activities adhering to best practices; managing enterprise and departmental projects, major and minor system upgrades, and infrastructure refresh; planning, leading staff, and managing all phases of implementation, including gathering requirements, project management, and change control of upgrades.
- Prepared and administered an annual budget, including the monitoring of expenditures, chargeback structuring, and financial reporting.

Pay
The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Technology Manager (ETM) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay. Salary Range (including the 5% NPWI): $170,679.60 – $208,855.92 The ETM classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.
Schedule
The City of San José is currently on a 32-hour onsite workweek. The Enterprise Business Automation and Development Services Manager position is eligible for a hybrid telework schedule, which is subject to change.
