About the role

The Engineering Division provides design and construction management services, including field inspection, for the City's capital construction program. It determines development standards for and ensures compliance with these standards during private construction of utilities and roads. The division plans for long-range capital and infrastructure needs for transportation, storm water management, water, and sewer. It prepares and executes architectural and engineering consultant contracts and construction contract bidding documents.

Responsibilities

  • Reviews smaller private development permit applications such as single family residences, additions and decks.
  • Inspects smaller private development projects, sidewalks, utilities, driveways, erosion control and other improvements within the right of way and/or private property.
  • Serves as the first point of contact for citizens, developers, architects, engineers and designers inquiries and complaints.
  • Affords technical support to Engineering Technician(s) III and to other senior staff of the Engineering Division.
  • Performs counter duty assisting customers with development questions and requests for information.
  • Reviews and issues encroachment, right of way, and street use permits.
  • Reviews business license and special event applications for compliance with city codes and policies.
  • Updates and creates public handouts and procedures for engineering permit applications.
  • Communicates and coordinates with all other divisions of the City, contractors, developers, engineers, architects, citizens, business owners, utility representatives and attorneys.
  • Uses AutoCAD and related engineering graphics software to prepare drawings and exhibits.
  • Operates GIS and Cartegraph software system to track, update and retrieve information on City assets.
  • Provides information to the public regarding right-of-way permit, driveway, grading, traffic counts, and drainage and other related engineering questions.
  • Provides assistance to maintain digital base maps and City’s stormwater, wastewater and water facility digital map records.
  • Updates and maintains records including traffic count data, drawings and maps.
  • Gathers information and details for Capital Improvement projects.
  • Conducts traffic counts, piezometer readings, and other types of field measurements and data collection.
  • Assists with maintenance of Engineering Division files, including easement and deed files and documentation as assigned.
  • Operates a computer and assigned software including Bitco permit system; utilizes various survey tools and equipment.
  • Performs related duties as assigned.

Requirements

  • High School Diploma/GED Certificate and the equivalent of one year of college-level course work in civil engineering technology or related field and two years of experience in public works engineering technical support that supports demonstrated competency to perform the duties of Engineering Technician I (Engineering Technician I)
  • The equivalent of two years of college-level course work in civil engineering technology or related field or Associates Degree in Civil Engineering, Construction Management, or related field and three years of experience in public works engineering technical support that includes project review and inspection, permit and application review, or preparation of designs, plans and specifications that demonstrates competency to perform the duties at the Engineering Technician II level
  • Two years progressive experience as an Engineering Technician I, successful completion of established criteria for advancement, and demonstrated competency to perform the duties of Engineering Technician II (Engineering Technician II)

Skills

  • Ability to communicate effectively in person or on the telephone
  • Ability to operate a computer keyboard and drafting materials
  • Ability to read and understand a variety of materials
  • Ability to sit, stand or otherwise remain in a stationary position for extended periods of time
  • Ability to bend at the waist, kneel or crouching reach above shoulders and horizontally or otherwise position oneself to accomplish tasks
  • Ability to lift/carry or otherwise move or transport moderately heavy objects up to 40 lbs

Pay

The range posted is inclusive of both positions. See below for breakdown:

  • Engineering Technician I (ne-30): $6,626.00 - $8,457.00 monthly.
  • Engineering Technician II (ne-32): $7,305.00 - $9,323.00 monthly.
