About the role
The Air Force Civilian Service (AFCS) is seeking a Full-Time Engineering Technician-GS-0802-11 to oversee installation engineering projects at Vance AFB, OK.
Responsibilities
- Perform detailed contract oversight on Installation Engineering section
- Monitor Base Operations Support contractor’s engineering operations for large and complex projects
- Evaluate, monitor, and manage technical aspects of civil engineering projects
- Provide specialized technical guidance to ensure compliance with plans, specifications, and contract requirements
- Serve as Contracting Officer's representative (COR) for complex construction and engineering service contracts
- Ensure technical compliance with contract requirements for civil engineering projects
- Manage technical aspects of major civil engineering construction and service contracts requiring specialized expertise
- Provide advanced technical engineering support and analysis for complex facility and infrastructure projects
- Perform inspection and quality assurance activities to ensure compliance with project requirements and engineering standards
- Interface with personnel within the agency and occasionally with higher ranking officials to discuss problematic issues
- Utilize data collection techniques and procedures for evaluation, inspection, and audit programs
Requirements
- U.S. Citizenship Required
- Obtain & Maintain a Security Clearance
- Must Possess an Appropriate and Valid Driver’s License
- Extensive Building Experience, Construction Estimating, and Understanding of Materials and Assemblies is Required
- Some College Training and Basic Math is Highly Desired
- May Be Required to Perform Temporary Duty Travel by Government or Commercial Air Transportation
- Must Possess Complete Motor Skills and Manual Dexterity to Perform Inspections in Crawl Spaces, Tunnels, Culverts, Roofs etc. in Accordance with AFOSHA Standards
- This Position Is Emergency-Essential
- Must Sign DD Form 2365 as a Condition of Employment
- This Position Has Been Designated as a Testing Designated Position (TDP) Under the Air Force Civilian Drug Demand Reduction Program
- Must Pass Initial and Periodic Short Notice Drug Testing
- Must File an OGE Form 450, Confidential Financial Disclosure Report, Upon Appointment and Will Be Required to File Annually
Qualifications
- Knowledge of a wide range of multidisciplinary professional engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment
- Practical knowledge of standard engineering calculations and the ability to interpret engineering drawings and specifications
- Knowledge of construction methods, materials, quality standards, and engineering industry standards used in complex building construction and infrastructure development
- Knowledge of business practices and market conditions as they relate to civil engineering program and technical requirements
- Ability to communicate effectively both orally and in writing to develop comprehensive technical reports, studies, and assessments
- Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting System
