About the Role
This position supports the Science & Technology Products super-directorate by ensuring projects stay within the defined technical scope, managing tasks execution, and capturing performance status. A technical background and experience in cost, schedule, and EVM processes are beneficial.
Responsibilities
- Work with project team to decompose and allocate the scope documented in a Statement of Work (SOW) to create a Work Breakdown Structure (WBS) and an Integrated Master Schedule (IMS).
- In consultation with engineering team, build project schedules using tools such as Microsoft Project.
- Oversee and monitor project schedule, timelines, and milestones from initiation to delivery to meet delivery goals.
- Work with project teams to gather and provide project status to key stakeholders.
- Estimate remaining project effort and cost as part of a regular Estimate at Complete (EAC) update process.
- Perform Earned Value Management (EVM) analysis to identify and document the root causes of cost and schedule variances.
- Coordinate departmental and/or cross-functional teams to assign and prioritize tasks focused on delivering new or upgrading existing products and/or services.
- Analyze project labor and material expenditures for improper charging and other discrepancies.
- Guide interdisciplinary teams to tackle project challenges.
- Participate in request for proposal (RFP) process to develop Basis of Estimates (BOEs) and preliminary schedules to generate new business.
- Develop Baseline Change Proposals (BCPs) to incorporate new scope into the project baseline.
- Identify issues, analyze and interpret data, and develop solutions to a variety of non-routine challenges of diverse scope and nature.
- Flexibly adapt to manage multiple projects and conflicting priorities.
- Develop and manage large data sets in Excel to address specific program challenges.
- Administer and maintain large scale tracking and burn-down workbooks beyond typical Earned Value Management, such as procurement tracking, drawing burn-down, and line-of-balance trackers for manufacturing and assemblies.
- Manage both developmental and production (manufacturing) programs.
- Maintain the strict confidentiality of sensitive information.
- Ensure compliance with environmental and other regulations.
- May be required to interpret and administer policies and procedures that impact project(s).
- Perform other duties as assigned or required.
Qualifications
- Typically requires education or formal training equivalent to the completion of a bachelor's degree in an engineering discipline, business administration, or related discipline, along with five or more years of related experience.
- BS degree in an engineering discipline desired.
- Must demonstrate an understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
- Earned Value Management (EVM) / Control Account Management experience required.
- The ability to initiate, plan, and manage projects.
- The ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine matters of diverse scope and nature.
- Strong analytical, communication, documentation, presentation, and interpersonal skills.
- The ability to work independently and lead in a team environment.
- The ability to apply listening, empathy, and verbal communication skills to build trust and rapport to manage project stakeholders.
- The ability to work independently or in a team environment is essential.
- Previous DOD experience with military standards and instructions highly desirable.
- Demonstrated experience in a manufacturing environment is highly desirable, particularly in roles involving production planning, cost control, or schedule management.
- Demonstrated experience working within complex, multi-level supply chains are highly desirable, including exposure to material planning.
- PMP or EVMS certification highly desirable.
- Experience with the following tools: Microsoft Project or light version of Project, Microsoft Office (Word, Excel, PowerPoint), Product Data Management (PDM) systems such as Windchill or similar, Material Requirements Planning (MRP) systems such as SAP or similar.
