About the Role

The City of Portland Bureau of Environmental Services (BES) is seeking an Engineering Analyst to perform critical functions in support of an engineering division. This includes leading the development and implementation of programmatic and project initiatives, planning, developing and maintaining software tools and databases, supporting standards and practices, performing data analysis, assisting in staffing, resource, and procurement planning, as well as providing general support on division-specific projects.

Responsibilities

  • Lead and coordinate identification and development of process improvements related to design management, construction management, and other engineering support needs.
  • Research, compile, and analyze data and historical trends from various sources to assist in benchmarking and inform decisions.
  • Develop reports, analyze project scheduling, and financial data and trends.
  • Generate reports and analyses for the division manager and supervisors to develop and monitor project performance metrics.
  • Assist managers and supervisors in forecasting future staffing, resource requests, and contracts and procurement requests.
  • Serve as the division software subject matter expert, acting as a liaison and tracker for software issues and planning.
  • Coordinate work related to standards and practices development and updates, manage the division intranet and files, and handle special projects as assigned.

Qualifications

  • Knowledge of principles, tools, and techniques for project planning and management, and sound business communication.
  • Ability to analyze and identify complex administrative, operational, economic, financial, budgetary, and organizational issues; evaluate alternatives; and provide sound, logical, fact-based conclusions and recommendations.
  • Ability to collect, evaluate, and interpret complex data in statistical and narrative forms; use quantitative and qualitative analysis, tools, and modeling.
  • Ability to analyze, interpret, explain, and apply relevant laws, regulations, ordinances, policies, and procedures.
  • Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive reports, correspondence, and other documents involving administrative, organizational, technical, budgetary, and financial data; communicate complex analytical topics to non-technical audiences.

Requirements

  • Bachelor’s degree from an accredited college or university in management, finance, accounting, business administration, public administration, engineering, or a related field.
  • Four (4) years of professional and responsible experience performing analytical or related work.

Preferred Qualifications

  • Experience in project management or asset management.

Work Schedule and Location

Regular work schedule: Monday – Friday, 8:00 am–5:00 pm. An alternate schedule may be available. Work location: 1120 SW 5TH AVE, PORTLAND OR 97204.
