Fairfax County’s Wastewater Collection Division (WCD) manages and operates Fairfax County’s wastewater collection system, consisting of nearly 3,300 miles of pipe, over 100,000 associated structures, 60 metering sites, and 70 pumping stations.

About the role

The successful candidate will lead a diverse team to define, plan, and deliver capital improvement projects, including design and construction of pump stations, force mains, gravity sewers, and associated facilities. This position offers the opportunity to play a key role in the life cycle of both projects and WCD’s assets as an owner of the utility. The role also provides engineering support for the operation of a large collection system, broadening the candidate’s skillset in asset management, capital planning, O&M, and overall utility system management.

Responsibilities

• Supervise a team of project engineers and review/approve work performed by CIP engineers for planning, analysis, design, or construction of Capital Projects.
• Provide engineering technical direction and guidance to WCD engineers and project managers on engineering standards, regulatory requirements, and best practices.
• Offer leadership, mentorship, and identify training and process improvements.
• Lead engineering planning, development, and implementation of wastewater collection system capital projects, including technical guidance and review of team work.
• Provide technical guidance and project management for wastewater capital projects.
• Coordinate with the Asset Management Team, operations, and maintenance staff to perform engineering analysis and capital planning.
• Directly manage collection system studies, evaluations, assessments, and design projects.
• Participate in and/or lead efforts to identify solutions for emergency failures.
• Involvement in the design and construction of pump stations, force mains, and gravity sewer rehabilitation to ensure wastewater operational and asset management needs are incorporated.

Requirements

• Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field.
• Five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience.
• Possession of a valid Virginia Professional Engineer or Architect license (or a valid license from another state with temporary exemption pending reciprocity).
• Valid driver's license.
• Ability to complete a criminal background check, driving record check, and pre-employment medical evaluation to the satisfaction of the employer.

Preferred Qualifications

• Five years working on Wastewater Collection System projects.
• One year of experience using GIS Systems (Geographic Information Systems).
• Five years of experience in Engineering Planning & Design.
• Five years of Project Management experience.
• One year of experience in Construction Management.
• Two years of experience supervising staff.

Physical Requirements

• Ability to communicate clearly, both verbally and in written form.

• Physically and mentally able to use all applicable personal protective equipment in an outdoor environment (e.g., hardhat, eye protection, hearing protection, safety footwear).
• Generally sedentary role but requires the ability to stoop, bend, and reach.
• Visual acuity to work on computer monitors, review documents, and read text/data for prolonged durations.
• Ability to operate keyboard-driven devices to input, access, and retrieve information from a computer.

Schedule

This position is designated as emergency service and is subject to 24-hour on-call. The role may require reporting to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties.

A $5,000 signing bonus is available to new county employees hired in the Engineer V position. The position is located at 6000 Freds Oak Rd, Burke, Virginia.
