About the role

Within the Bureau of Air Management (BAM), the Engineer Trainee will support the Enforcement Division’s Source Emissions Monitoring Unit. This unit oversees stack testing of stationary sources to assess compliance with emission limitations, audits continuous emission monitoring systems (CEMS), and initiates enforcement actions for noncompliance. The role offers a unique opportunity to engage in regulatory enforcement of state and federal air quality requirements at stationary air pollution sources across Connecticut.

Trainees receive formal training and self-study materials to develop knowledge of air pollution control principles and practices. The position involves routine in-state travel for audits and infrequent out-of-state travel for training and conferences. This is a full-time, 35-hour per week position based at DEEP Headquarters in Hartford, CT, with potential hybrid telework opportunities.

Responsibilities

• Review and negotiate stack test protocols and Relative Accuracy Test Audit (RATA) test plans.
• Audit stack test and RATA programs to ensure conformance with applicable test methods and Department/EPA guidance, verifying representative source operation.
• Review test results and verify emission calculations.
• Review and negotiate CEMS Plans as required by Regulations of Connecticut State Agencies Section 22a-174-4a.
• Coordinate and conduct investigations, including multimedia environmental investigations, with other divisions and government agencies.
• Apply a thorough understanding of air pollution control principles across all source categories.
• Draft and recommend issuance of Notices of Violation for federal and state regulatory violations.
• Coordinate compliance and enforcement activities with Enforcement Division units (Field Enforcement, Administrative Enforcement, Compliance Analysis and Coordination, and Investigations).
• Provide feedback on pending permitting matters before the Department.

Requirements

• Ability to meet the experience and training requirements of the designated job class upon completion of the development program.
• Professional experience or academic coursework in engineering, atmospheric science, or air pollution control principles.
• Experience or coursework in interpreting, applying, and enforcing air pollution control statutes, regulations, and permits.
• Experience communicating technical, regulatory, and policy information related to air quality verbally and in writing.
• Experience analyzing air pollution data and quantifying emissions.
• Familiarity with U.S. EPA stack test methods and auditing CEMS performance under 40 CFR parts 60 and 75, and RCSA Section 22a-174-4a.

Schedule
