About the role
The City of Milwaukee seeks a dedicated individual to lead the Empowering Families of Milwaukee (EFM) Program, overseeing home-visiting programs, the EFM Program, and the Direct Assistance to Dads (DAD) Project. These programs aim to improve birth outcomes and overall family well-being for Milwaukee residents.
Responsibilities
Program Management
- Implement approved evidence-based home visitation models to enhance birth outcomes and engage fathers in services.
- Develop, integrate, and monitor program goals, objectives, and outcomes.
- Coordinate services and evaluate processes related to the EFM program and DAD Project.
- Provide leadership and training for case management and home visiting teams.
- Analyze data to ensure program success and collaborate with relevant departments.
- Manage budgets, contracts, and report preparation.
- Present to the Common Council on matters related to the EFM Program and DAD Project.
- Ensure quality improvement strategies are implemented and maintain community referral sources.
Program Development
- Collect and analyze data for program development.
- Provide expertise to related MHD projects and proposals.
- Identify and secure grant funding opportunities.
- Write proposals using program data and other relevant sources.
- Revise case management and home visiting protocols based on research and evaluations.
- Implement quality improvement strategies and maintain community referral sources.
Supervision
- Oversee home visiting teams, support staff, and supervisors of the EFM and DAD Project.
- Hire and train new staff, providing mentorship and conducting performance appraisals.
- Ensure staff comply with EFM and MHD policies and procedures and enforce progressive discipline when necessary.
Community Collaboration
- Collaborate with various MHD programs, community organizations, and external partners.
- Serve as the primary spokesperson for the EFM Program and DAD Project.
- Identify, recruit, and support primary partners for healthy pregnancy and birth outcomes.
- Participate in committees related to reducing infant mortality and other coalitions/initiatives.
Requirements
- Bachelor’s degree in community health, health education, public health, nursing, social work, or a related field from an accredited institution.
- Three years of progressively responsible experience in community or public health program management and oversight, including supervisory experience.
- Valid driver’s license and a properly insured vehicle for job-related activities.
- Bilingual in Spanish, Hmong, or Russian (desirable).
- Master’s degree in a related field (desirable).

- Proficiency in Microsoft Office applications and familiarity with proprietary software used by the MHD.
- Experience with reflective and direct supervision of program staff.
- Familiarity with home visiting, maternal and child health, and child attachment.
