Position Overview

The Employment & Training Services Manager provides leadership, supervision, and operational oversight for KANA's integrated employment, education, workforce development, vocational rehabilitation, scholarship, youth transition, and training programs. This position leads a team of cross-trained Employment & Training Navigators while ensuring participants receive coordinated, participant-centered services that support education, employment, career advancement, and long-term self-sufficiency. The manager also promotes operational excellence, regulatory compliance, staff development, continuous improvement, and strong community partnerships.

Key Responsibilities

  • Lead and supervise Employment & Training Navigators and assigned staff through coaching, mentoring, performance management, and professional development.
  • Foster a collaborative, participant-centered culture focused on exceptional customer service and continuous improvement.
  • Oversee integrated workforce development, vocational rehabilitation, scholarship, youth transition, employment, and training programs.
  • Ensure participants receive coordinated, high-quality services through an integrated case management model.
  • Monitor participant progress, program performance, and service outcomes to improve organizational effectiveness.
  • Ensure compliance with Federal, State, Tribal, grant, and KANA policies through quality assurance, audits, and program monitoring.
  • Analyze performance data and recommend operational improvements to strengthen participant outcomes.
  • Develop standardized operating procedures, workflow processes, desk guides, and staff training resources.
  • Support strategic planning, budget monitoring, grant implementation, and responsible stewardship of program resources.
  • Build partnerships with Tribal leaders, employers, educational institutions, funding agencies, community organizations, and workforce partners.
  • Lead continuous quality improvement initiatives that enhance service delivery and participant success.
  • Support innovation and organizational growth through collaborative leadership and strategic planning.

Qualifications

  • Bachelor's degree in Human Services, Business Administration, Public Administration, Education, Workforce Development, Organizational Leadership, or a related field preferred; or an equivalent combination of education and progressively responsible experience.
  • Minimum three years of experience administering employment, workforce development, education, vocational rehabilitation, youth, social service, or related programs.
  • Minimum two years of supervisory or leadership experience, including staff coaching, performance management, and professional development.
  • Experience leading multidisciplinary or cross-functional teams.
  • Experience interpreting and administering Federal, State, Tribal, or grant regulations.
  • Experience with case management systems, data reporting, and performance measurement.
  • Strong organizational, communication, leadership, and problem-solving skills.
  • Ability to travel to rural communities by small aircraft.

Preferred Qualifications

  • Experience implementing integrated service delivery models or quality improvement initiatives.
  • Experience managing workforce development or Tribal employment programs.
  • Knowledge of participant-centered case management practices and workforce development strategies.

Schedule

KANA's standard full-time work schedule consists of 37.5 paid working hours per week, with 7.5 paid working hours per day plus a one-hour unpaid lunch break (8.5 hours on site each day). Occasional travel throughout Kodiak's rural communities is required.
