About the role

We are seeking an Emerging Threats Portfolio Lead to build, scale, and lead a portfolio of work across national security and complex risk environments, primarily within DoD/DoW, DHS, and related agencies.

Responsibilities

  • Working with our Business Development team, establish and grow a book of business within DoD/DoW, DHS, and adjacent mission spaces
  • Inform a qualified pipeline with clear ownership of growth targets
  • Convert opportunities into wins, including new work and expansion efforts
  • Shape opportunities pre-RFP through direct client engagement
  • Build relationships with decision-makers and partners
  • Lead or support capture, including positioning, teaming, and solutioning
  • Contribute directly to revenue growth and profitability
  • Lead execution across a portfolio, ensuring strong client outcomes, quality, and margin
  • Serve as a trusted advisor in high-consequence environments

  • Build and grow CONSTANT's presence in emerging threats and resilience through client engagement, strategic partnerships, thought leadership, and business development
  • Help evolve offerings aligned to client needs

Requirements

  • 10+ years supporting DoD/DoW, DHS, FEMA, CISA, DTRA, homeland security, resilience, emergency management, national security, cyber policy, critical infrastructure, or related federal mission areas
  • Experience contributing to or leading pipeline development and capture
  • Strong network within DoD/DoW, DHS, or related federal agencies
  • Experience leading complex program delivery (scope, budget, staffing)
  • Experience operating in a consulting, advisory, or professional services environment
  • Ability to obtain a Top-Secret security clearance

Qualifications

  • Prior management of a portfolio of projects with DHS and/or DoD/DoW related to CONSTANT's mission, capabilities, and targets (nice-to-have)
  • Proficiency with ERM and CRM tools (nice-to-have)

Pay

Base salary: $140,000-160,000

Schedule

Hybrid; most work is remote with regular in-person client engagement
