About the role

The State of Hawaii's Emergency Management Agency seeks to fill a permanent, full-time position through this recruitment. The position supports the State's emergency management programs aimed at preparing for, mitigating against, responding to, and recovering from emergencies and disasters.

Responsibilities

  • Plan, organize, direct, and coordinate components of the state's emergency management program.
  • Prepare, advise, and perform activities related to emergency management planning, training, and exercises.
  • Respond to and manage disaster recovery and mitigation requirements.
  • Manage emergency warning and siren systems, telecommunications, and logistics.
  • Implement and maintain specific parts of the State's emergency management plans according to county, state, and federal laws and policies.
  • Coordinate with community agencies, public, and private entities for emergency preparation, warning, sheltering, and assistance services.
  • Administer budget, grants management, financial services, and human resources.
  • Develop and evaluate emergency management plans, training, exercises, and operations to enhance readiness and response.
  • Provide proficiency and competence in assigned tasks, advise, facilitate, coordinate, and assist agencies and administrators.
  • Supervise a staff of professional workers or serve as a project or team leader.
  • Act as a State Emergency Response Team (SERT) member during emergencies and disasters activation of the State Emergency Operations Center (SEOC).

Requirements

  • Legal Authorization to Work: Must be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States.
  • Education: Bachelor's degree from an accredited four-year college or university.
  • Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional emergency management experience in areas such as planning, training, disaster response, and recovery.
  • Supervisory Aptitude: Strong evidence of supervisory abilities and/or potential.
  • Driver's License: Valid driver's license at the time of appointment.

Qualifications

  • At least one year of experience comparable to the fully independent Emergency Management Specialist V level in State service.
  • Knowledge of emergency management principles and practices.
  • Problem-solving skills, flexibility, adaptability, and critical thinking.

Benefits

Salary range: $6,728 to $8,187 per month (SR-26, Step D to I). Hiring rates will be based on availability of funds, qualifications, and other relevant factors.
