What You Will Do

- Evaluate and improve emergency communications systems by researching emerging technologies, national best practices, and lessons learned from real-world incidents.
- Plan and coordinate telecommunications systems, equipment, and services used by the Department for both day-to-day and emergency operations.
- Serve as the technical subject matter expert on emergency alert and warning systems, including the Outdoor Warning Siren System and the Integrated Public Alert and Warning System (IPAWS).
- Coordinate with the Hawaii Emergency Management Agency (HI-EMA) to support testing, maintenance, system implementation, user access, and regulatory compliance.
Special Working Conditions

Minimum Qualification Requirements
Citizenship: At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education: Equivalent to graduation from an accredited four-year college or university. Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree. For example: four (4) years of professional work experience, in any occupation, may substitute for a general bachelor's degree. Four (4) years of general work experience (does not need to be professional level experience) in emergency management may substitute for a general bachelor's degree. The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided.
Experience: Three (3) years of experience in the development and maintenance of plans and procedures for telecommunications operations. Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level, and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
Required Knowledge and Abilities: Such experience must have demonstrated knowledge of communications principles, practices and techniques and their application; knowledge of amateur radio capability; knowledge of communications facilities and resources in the community; knowledge of principles and practices of program planning and emergency management; knowledge of federal, state and local emergency management laws, rules, regulations; ability to read, comprehend, interpret, and apply complex laws and regulations, policies, and procedures and determine the potential impact on City policies and procedures, departmental programs and services, and inter-jurisdictional coordination; ability to analyze and make recommendations on administrative, operational and organizational problems; ability to develop, coordinate, implement, and evaluate the program.
